This NASA Procedural Requirements (NPR) establishes procedural requirements for conducting audits, reviews, and assessments to verify compliance with NASA Safety and Mission Assurance (SMA) process and technical requirements as required by NASA Policy Directive (NPD) 1000.3, The NASA Organization, and NPD 8700.1, NASA Policy for Safety and Mission Success, in accordance with NPD 1210.2, NASA Surveys, Audits, and Reviews Policy.
This NPR is applicable to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers. This NPR applies to the Jet Propulsion Laboratory (JPL) or to other contractors or national or international partners only to the extent specified or referenced in applicable contracts, grants, or agreements.

This NPR is used to determine compliance with other NASA Agency-level SMA Directives in the 8000 series. Additionally, this NPR establishes requirements for programs, projects, and Centers to develop and implement their own internal audit, review, and assessment processes. Verification of compliance with this NPR and effectiveness of this NPR at the Agency level is performed in conjunction with the overall NASA Internal Controls Program as defined within NPD 1200.1, NASA Internal Control. This will consist of an annual self-assessment and corresponding documentation within the annual Statement of Assurance for the Office of Safety and Mission Assurance. Implementation of this NPR is also subject to periodic external audit by the Headquarters Office of Internal Controls and Management Systems. Verification of compliance with this NPR and effectiveness of this NPR below the Agency level (program, project, or Center) is based on the results of the audits, reviews, and assessments performed. This includes adequate, timely, and effective response to action items, findings, noncompliances, and corrective action plans as well as tracking of repeat findings and noncompliances and overall trends identified during audits, reviews, and assessments.
