P.1 PURPOSE

This directive describes the eligibility and procedures for obtaining a parking permit for the NASA Headquarters garage.

P.2 APPLICABILITY

This HQPR is applicable to NASA Headquarters civil service employees, including full-time, part-time and temporary personnel, detailees and Cooperative Education Program participants whose duty location is NASA Headquarters. Civil Service employees on detail to NASA from NASA Centers or other Federal Agencies are also eligible to park in the garage. (See Definitions.)

P.5 MEASUREMENT/VERIFICATION

P.5.1 Internal and external third party audits and evaluations shall be used to assess the effectiveness of this procedure. The Program Administrator or the designee shall contact parking program participants annually to recertify application information and verify continued program eligibility.

P.5.2 Access to the parking garage is controlled by the use of a hanging tag during hours of operations and NASA Headquarters badge after hours.

P.5.3 NASA Headquarters badges (civil service personnel) are programmed to activate the card readers at the entrance to the parking garage elevators, east and west sides of the building.
