a. This Headquarters Procedural Requirement (HQPR) sets
forth the hours of duty and tours of duty available to
Headquarters employees. In addition, the document
establishes the responsibilities, procedures and
requirements for determining work schedules in accordance
with applicable laws and regulations, including reporting
requirements for the Web Based Time and
Attendance Distribution System (WebTADs).
b. NASA Headquarters supports programs that strengthen
the strategic management of human capital, foster
cooperation among all employees, increase employee
productivity, and support the ability to attract and retain
a diverse and talented workforce. Accordingly, it is
NASA Headquarters policy to support employee participation
in alternative work schedules (AWS) when they are
compatible with the accomplishment of organizational
requirements and when the
duties and responsibilities of individual positions lend themselves to such work arrangements.
This HQPR is applicable to all NASA Headquarters civil servant employees, excluding the NASA Shared Services Center and the Office of the Inspector General.

The Headquarters Human Resources Management Division (HRMD) shall gather and track data on various work schedules used by employees and analyze the data for trends and problem areas. In addition, findings and trends from Office of Personnel Management (OPM) employee surveys will be used to assess employee satisfaction with the availability of AWS. This data will be evaluated to identify areas of success as well as areas in need of improvement. Appropriate action(s) will be taken to address concerns raised to ensure that NASA Headquarters maintains a positive performance culture.
