Subject: Documentation and Promulgation of Internal NASA Requirements

1. POLICY

a. It is the National Aeronautics and Space Administration's (NASA's) policy to establish, document, and promulgate internal NASA requirements to communicate these requirements in a concise manner to fulfill the Agency's vision, mission, and external mandates.

(1) An internal NASA requirement is a NASA-imposed mandatory instruction that will be performed or met by personnel, organizations, equipment, or systems.

(2) An internal NASA requirements document is any document used to record and communicate the internal requirements and responsibilities.

(3) Internal NASA requirements documents defined as NASA Directives include NASA Policy Directives (NPDs), NASA Procedural Requirements (NPRs), NASA Interim Directives (NIDs), NASA Policy Instructions, NASA Policy Statements, Center Policy Directives (CPDs); Center Procedural Requirements (CPRs); and Center Interim Directives (CIDs). See Appendix A of NPR 1400.1, NASA Directives Procedural Requirements, for definitions of internal NASA Directives.

b. It is NASA's policy that all internal NASA requirements documents are:

(1) Developed and controlled by a documented process.

(2) Clearly labeled as containing requirements.

(3) Verifiable for internal/external audits.

(4) Current.

(5) Traceable to governing documents.

c. It is NASA's policy that all originators of requirements evaluate whether to make internal requirements documents available Agency-wide and/or to the public.

d. It is NASA's policy to review requirements documented as Directives for impacts upon those responsible for implementing those requirements, including but not limited to cost impacts.

e. It is NASA's policy to review requirements documented as Directives for risks related to acquisition, conditions of employment, financial consideration, legal propriety, and effectiveness of and efficiency in the administration and operations of NASA programs to prevent fraud, waste, and abuse in NASA programs in accordance with Chapter 2, paragraphs 2.8-2.12, in NPR 1400.1.

f. It is NASA's policy:

(1) When internal requirements are consistent with the purpose of an external requirement, but meet or exceed those requirements, thereby making internal requirements more specific or stringent, the internal NASA requirements apply. See Attachment C. Flow and Order of Precedence.

(2) That NASA Directives take precedence over all other internal NASA requirements. The flow and order of precedence for internal NASA documents are described in Figure 1 of Attachment C and the description and hierarchy of NASA Directives is provided in section 1.3 of NPR 1400.1.

(3) To empower originators and implementers of requirements to flow down and promulgate their requirements in accordance with their internal processes.

2. APPLICABILITY

a. This NPD is applicable to NASA Headquarters and NASA Centers, including their Component Facilities and Technical and Service Support Centers. Refer to NPD 1000.3, The NASA Organization, for definitions of these terms.

b. This NPD is applicable to internal NASA requirements developed, revised, or revalidated after the effective date of this NPD.

c. In this NPD, the terms "may" or "can" denotes discretionary privilege or permission, "should" denotes a good practice, and is recommended, but not required, "will" denotes expected outcome, and "are" or "is" denote descriptive material.

d. In this Directive, all document citations are assumed to be the latest version unless otherwise noted.

3. AUTHORITY

a. The National Aeronautics and Space Act, as amended, 51 U.S.C. § 20113.

b. Administrative, 40 U.S.C. 121(c)(2), Pub. L. 107-217, § 1, Aug. 21, 2002, 116 Stat. 1062.

c. Creation, Maintenance, and Use of Records, 41 CFR pt. 102-193.25(c).

4. APPLICABLE DOCUMENTS AND FORMS

NPR 1400.1, NASA Directives Procedural Requirements.

5. RESPONSIBILITY

a. The Administrator, or the designated senior official, is the approval authority for internal NASA Directives.

b. The Chief of Staff has overall responsibility for NASA Directives management and serves as the Directives Resolution Official in consultation with appropriate Office of the Administrator principals.

c. The Office of the Executive Secretariat Director (or designee) establishes and maintains the requirements for documentation and promulgation of internal NASA Directives and Other Policy Documents (OPD) and implements the Directives Management program.

d. Officials-in-Charge of Headquarters Offices and NASA Center Directors ensure compliance with internal NASA requirements documents developed under their authority, other Agency- and Center-level Directives, and OPDs as described in NPR 1400.1.

e. Mission Directorate Associate Administrators promulgate internal requirements within the scope of their Directorate, programs, and projects.

6. DELEGATION OF AUTHORITY

a. Officials-in-Charge of Headquarters Offices are delegated authority to issue OPDs when Agency-level Directives do not provide adequate policy or instruction within the scope of their roles and responsibilities in NPD 1000.3, Chapter 4.

b. Center Directors are delegated authority to issue Center-level Directives within the scope of their roles and responsibilities in NPD 1000.3, Chapter 5.

7. MEASUREMENT/VERIFICATION

None.
