Topic Proposal. A narrative document with required content per NAII 1152.2, authored by the Agency Council Executive, which captures the recommending organization and Chair's agreement on the plan and approach for a Council topic. Once confirmed by the Chair and finalized, neither OES nor the recommending organization should deviate from the topic proposal without negotiating agreement from the Chair through the Council Executive. Prior to the issuance of this NPR, earlier instances of the Topic Proposal were alternately referred to as "Executive Summary and Briefing Guidance Document" or "One-Page Summary."
