Preface

P.1 Purpose

This directive establishes responsibilities, requirements, and procedures to: (1) Implement the Agency Governance System through charters that are managed, configuration controlled, and consistent with authorities in NPD 1000.3, and (2) implement NASA’s Agency Governance Councils per policy in NPD 1152.1 and as defined in NPD 1000.3.

P.2 Applicability

a. This directive is applicable to NASA Headquarters and NASA Centers, including Component Facilities, Technical and Service Support Centers, and subinstallations.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended, but not required; “will” denotes expected outcome; ”are/is” denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

d. In this directive, “NASA Charters” refers to charters for governing bodies as defined in NPD 1152.1, 1b; i.e., bodies which directly flow down authorities in NPD 1000.3, Chapters 2, 3, 4, or 5, or in other NASA directives. Other entities which might be referred to as “chartered” are not in the scope of this NPR.

e. In this directive, “Agency Governance Councils” refers to those governing bodies with charters published in NPD 1000.3, Chapter 3.

f. The following terminology relevant to the applicability of this directive is defined in NPD 1152.1: Agency Governance System, governing body, charter, Agency Governance Councils, Council, and Board.

P.5 Measurement/Verification

The Office of the Executive Secretariat (OES) will ensure compliance of charters to requirements in this NPR for charters authorized under 1.3.1 of this NPR during the Office of the Administrator approval process.

OES will monitor compliance of charters to requirements in this directive for charters required under 1.2.4 and 1.3.2h of this NPR to be posted in the NASA Online Directives Information System (NODIS).

OES will support compliance with the requirement in 1.3.4 by only recommending approval of Council topics involving new governance bodies to Chairs when the associated draft charters are provided.

OES will ensure publication of minutes for all Councils per 2.6.2 and monitor timely publication against the 30-day goal per 2.6.1b.
