Preface

P.1 Purpose

a. This directive provides the National Aeronautics and Space Administration (NASA) with uniform, orderly processes for meeting real property requirements. Each chapter focuses on a specific core process and includes required documentation.

b. This directive describes the roles, responsibilities, and relationships of key NASA personnel tasked with acquiring, managing, and disposing of real estate assets on NASA's behalf.

c. This directive describes the required coordination within NASA and among other Federal agencies in matters concerning real property management.

d. This directive describes the use of NASA's Real Property Management System (RPMS) and NASA's Real Estate Agreement Management System (REAMS). These electronic databases facilitate accurate compilation, analysis, and reporting of real property assets, their utilization, and related real estate agreements.

P.2 Applicability

a. This directive is established in alignment with Real Property, Federal Management Regulation (FMR), 41 Code of Federal Regulations (CFR) Chapter (ch.) 102 Subchapter (subch.) C.

b. This directive is applicable to NASA Headquarters and NASA Centers, Component Facilities, and Technical and Service Support Centers.

c. This directive is applicable to the Jet Propulsion Laboratory (JPL) (a Federally Funded Research and Development Center (FFRDC)), only to the extent specified in the NASA/FFRDC Prime Contract.

d. This directive is applicable to other contractors, recipients of grants or cooperative agreements, and parties to other agreements only to the extent specified or referenced in the applicable contracts, grants, or agreements.

e. The NASA Facilities and Real Estate Division (FRED) coordinates real property matters involving international agreements through the NASA Office of the General Counsel (OGC) and the NASA Office of International and Interagency Relations (OIIR) in accordance with NASA Policy Directive (NPD) 1000.3, The NASA Organization. NASA Headquarters will coordinate with the U.S. Department of State, as required.

f. Unless specifically noted otherwise in this document, the provisions of this directive also apply to properties leased by the U.S. General Services Administration (GSA) for NASA's use, including those in the District of Columbia.

g. Unless otherwise required by law, the provisions of this directive do not supersede the terms of any labor agreement between NASA and NASA employee unions provided that such labor agreement is in effect and unexpired as of the effective date of this document. The forgoing does not preclude the negotiation of future labor proposals that are inconsistent with the provisions of this document but are otherwise allowed by law.

h. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.
