1. Policy

It is NASA's policy to recognize outstanding performance of both active and reserve military personnel engaged in NASA-related activities through military awards and decorations.

2. Applicability

a. This NPD applies to NASA Headquarters and NASA Centers, including Component Facilities and Technical Service and Support Centers.

b. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

3. Authority

The National Aeronautics and Space Act, as amended, 51 USC ยง 20113.

4. Applicable Documents and Forms

None.

5. Responsibility

a. NASA supervisors are responsible for:

(1) Contacting the Director, Export Control and Interagency Liaison Division, Office of International and Interagency Relations (OIIR), on the behalf of military individuals with whom they have conducted NASA-related activities and who may be entitled to a military award or decoration as a result of their actions on those NASA-related activities, to obtain information and assistance on preparing and submitting recommendations for military awards and decorations.

(2) Preparing and submitting recommendations for military awards and decorations for military personnel, assigned to NASA Headquarters, via the appropriate NASA Headquarters organization, for concurrence through the Official-in-Charge of the relevant Headquarters Office to the Director, Export Control and Interagency Liaison Division, OIIR, for review and transmittal to the Department of Defense. Recommendations should arrive in that Division within 9 months of the act or period of performance being recognized.

(3) Preparing and submitting recommendations for military awards and decorations for military personnel assigned to NASA Centers, including Component Facilities, via the appropriate Center Director to the Director, Export Control and Interagency Liaison Division, OIIR, for review and transmittal to the Department of Defense. Recommendations should arrive in that Division within 9 months of the act or period of performance being recognized.

b. OIIR is responsible for:

(1) Identifying the Office of Primary Responsibility within the Department of Defense and points of contact within that office for processing the awards submission.

(2) Reviewing, indorsing, and submitting the award recommendation to the appropriate organization within the Department of Defense.

(3) Receiving from the Department of Defense and transmitting military awards and decorations, granted to military personnel assigned to NASA, in response to awards nominations submitted by NASA, to the appropriate NASA Supervisor and Director.

(4) Maintaining archival records of NASA-related military awards and decorations nominations, receipts, and dispositions.

c. Presentation Officials

(1) Presentations of military awards and decorations to detailees should be made by the Division Director or higher level official in the organization in which the military detailee is serving.

(2) The presentation of military awards and decorations will be conducted with appropriate formality and will reflect the high esteem with which the military services regard their outstanding personnel.
