1. POLICY

It is NASA policy to make invoice payments subject to the Prompt Payment Act to vendors no more than seven days prior to the payment due date, unless a determination is made, on a case-by-case basis for specific payments, that earlier payment is necessary. This authority must be used cautiously, weighing the benefits to the Government. Written determinations to approve early payments are retained in the payment file. NASA Procedural Requirements (NPR) 9630.1, Accounts Payable and Disbursements, Chapter 4 contains NASA's requirements for making timely and early payments.

2. APPLICABILITY

a. This NPD is applicable to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers. This language applies to contractors, grant recipients, or parties to agreements only to the extent specified or referenced in the appropriate contracts, grants, or agreements.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

3. AUTHORITY

Prompt Payment, 31 U.S.C. ยง 3903.

4. APPLICABLE DOCUMENTS AND FORMS

NPR 9630.1, Accounts Payable and Disbursements.

5. RESPONSIBILITY

The Deputy Chief Financial Officer (Finance) (DCFO(F)) at each Center is authorized to approve early payments, as are the Agency CFO and Agency DCFO(F).

6. DELEGATION OF AUTHORITY

None.

7. MEASUREMENT/VERIFICATION

Periodic quality assurance reviews and analysis of financial and budgetary reports and data submitted through the Continuous Monitoring Program will be used to measure compliance with this NPD.
