Subject: AMENDMENT TO EXECUTIVE ORDER NO. 12873

				TEXT

By the authority vested in me as President by the Constitution
and the laws of the United States of America, and in order to
assist paper mills in their procurement of recovered materials to
use as raw materials, it is hereby ordered that Executive Order
No. 12873 is amended as follows:

Section 1. Section 504(a) of Executive Order No. 12873 shall
read: "(a) For high speed copier paper, offset paper, forms bond,
computer printout paper, carbonless paper, file folders, white
woven envelopes and for other uncoated printing and writing
paper, such as writing and office paper, book paper, cotton fiber
paper, and cover stock, the minimum content standard shall be no
less than 20 percent postconsumer materials beginning December
31, 1994.  This minimum content standard shall be increased to 30
percent beginning on December 31, 1998."

Sec. 2. Section 504(b) of Executive Order No. 12873 shall be
deleted and section 504(c) of that order shall be redesignated as
section 504(b) and shall read: "(b) As an alternative to meeting
the standards in section 504(a), for all printing and writing
papers, the minimum content standard shall be no less than 50
percent recovered materials that are a waste material byproduct
of a finished product other than a paper or textile product which
would otherwise be disposed of in a landfill, as determined by
the State in which the facility is located."

Sec. 3. The last sentence of section 301(a) of Executive Order
No. 12873 shall read "In carrying out his or her functions, the
Federal Environmental Executive shall consult with the Chairman
of the Council on Environmental Quality."
