PREFACE

P.1 Purpose

a. This Headquarters Procedural Requirement (HQPR) describes the process for performing Management System Reviews (MSRs) of Headquarters management systems and related controls. MSRs are a check, at a point in time, of an organization's management system, to verify whether it is properly implemented and maintained and whether related controls are adequately planned, executed and monitored. MSRs must be performed for all HQ organizations at least once every three years. The MSR focus is based on the MSR Plan and previous MSR results.

b. This HQPR provides for tracking and monitoring of corrective actions for identified deficiencies.

c. This HQPR provides an MSR process that is designed to test and validate the effectiveness of HQ Management Systems and to provide data for potential revisions to affected policies and procedures.

This directive is applicable to NASA Headquarters. This directive does not apply to the Office of Inspector General.

P.5 Measurement/Verification

To determine process compliance, the Office of Internal Controls and Management Systems (OICMS) monitors the conduct of MSRs to ensure that all process steps and requirements have been completed correctly and timely by all of the process participants.
