APPENDIX A. Definitions

Carpools. Two or more members whose principal driver is a NASA HQ civil service employee.

Detailee.Civil service personnel who are temporarily assigned to a different position for a specified period and then expected to return to his or her regular duties at the end of the assignment. An employee who is on detail is considered for pay and strength count purposes to be permanently occupying his or her regular position and is documented with a Standard Form 52, Request for Personnel Action, or in the case of military detailees,travel orders and a Reimbursable Agreement Letter.

Eligible Employee.NASA civil service personnel, who may include full-time, part-time personnel, term personnel, temporary personnel, detailees,interns, and students whose duty station is NASA Headquarters.

Executive Space Parking. Designated staff in the Office of the Administrator and Officials-in- Charge of Headquarters Offices are eligible to park in spaces marked by a tan-colored band. These "tan parking permits" are not reserved spaces but spaces within a designated area.

Individuals. Civil service personnel shall receive permits, space permitting, after all requests from the carpool, vanpool and designated staff within the Office of the Administrator and Officials-in-Charge of Headquarters Offices have been filled.

Parking Garage Validation Stickers. NASA distributed parking validation stickers that are sold to civil servants who occasionally park in the HQ Garage at a discount. The difference between the discounted price and the retail value of the parking fees must be deducted from the monthly fare subsidy allocation.

Persons with Disabilities. A NASA Headquarters civil service employee who has a severe, permanent or temporary physical impairment.

Vanpools.A group of at least five members whose principal driver is a NASA HQ civil service employee.
