CHAPTER 2. Responsibilities

2.1 Director, Headquarters Facilities and Administrative Services Division

2.1.1 The Director of Headquarters Facilities and Administrative Services Division is responsible for administering this HQPR to ensure maximum safety, utilization and efficiency.

2.2 Heads of Headquarters Offices

2.2.1 Heads of Headquarters Offices shall assist the Headquarters Facilities and Administrative Services Division to ensurethat personnel in each organization comply with this directive.

2.3 Executive Director

2.3.1 The Executive Director, Headquarters Operations, shall make the final decision regarding exceptions to assignment criteria.

2.4 Headquarters Labor Relations Officer

2.4.1 The Headquarters Labor Relations Officer is responsible for ensuring compliance with Federal labor management relations requirements.

2.5 Employees

2.5.1 NASA HQ personnel are responsible for ensuring that all information on submitted documentation, including the parking permit application, is complete, accurate and current; following and adhering to the parking permit assignment criteria and all other related regulations.

2.5.2 Employees shall notify the Parking Program Administrator or designee of any changes in application information. (i.e. name, mode of transportation, or address).

2.5.3 Employees shall notify the Parking Program Administrator when withdrawing from the program or when no longer a NASA HQ employee.

2.5.4 Notify the Parking Program Administrator or designee of any changes in work schedules such as extended leave from Headquarters (i.e. TDY, worker's compensation, sick leave or maternity leave) of more than 30 days.

2.5.5 Employees participating in the program are subject to appropriate administrative action for misuse of the parking permit.

2.6 Headquarters Transportation Officer

2.6.1 The NASA Headquarters Transportation Officer is responsible for ensuring that the Government Leased Vehicles (the Administrator's and Deputy Administrator's sedans and 12 other GSA vehicles) are parked in the garage, in designated spaces when not in use.

2.7 Parking Administrator

2.7.1 Processes and verifies applications for parking permits and ensures all required data elements are supplied by the applicant.

2.7.2 Responsible for following and adhering to the parking permit assignment criteria and all related regulations.

2.7.3 Ensures that program participation is extended only to eligible employees. (See Definitions.)

2.7.4 Monitors the list of employees receiving this subsidy to ensure that no employee is simultaneously receiving a second benefit in the form of a fare transit subsidy.

2.7.5 Confirms the mode of transportation meets criteria for participation in the HQ's parking program.

2.7.6. Develops and implements a procedure to ensure: 1) responsible financial management including tracking payments for permits and monitoring total costs; and 2) funds, property and other program assets are properly accounted for and safeguarded against fraud, waste, abuse, mismanagement or misappropriation. Any findings of potential fraud, waste, abuse, mismanagement or misappropriation shall be referred to the Office of the Inspector General.

2.7.7 Safeguards parking permits at all times to include storage when permits are not actively being distributed, inventoried or needed for other purposes.

2.7.8 Provides HQ oversight and implementation of the Parking Permit Program in accordance with this HQPR.

2.8 Headquarters Security

2.8.1 NASA HQ Security is responsible for checking all ID/badges and vehicle height measurements before allowing garage access.

2.9 Federal Protective Service

2.9.1 The Federal Protective Service (FPS) is responsible for law enforcement in the Headquarters Parking Garage.
