CHAPTER 5. Parking Garage Standards

5.1. General

5.1.1 Safe driving behavior is expected of all vehicle operators. NASA employees with parking permits must park their vehicle in accordance with the procedures established in this directive and those instructions given by the parking attendant. Employees are expected to comply with all posted directional signs and observe safety and traffic regulations while operating a vehicle in the parking garage. Upon entering the garage, drivers shall yield the right of way to pedestrians and maintain a safe distance when others are trying to park.

5.2 Liability for Damage from Use of the Parking Garage

5.2.1 The Government does not assume any liability for personal injury, theft, or damage to vehicles or their contents while parked in the garage.

5.2.2 The parking garage contractor is not responsible for articles left in vehicles.

5.2.3 All claims for damage or injury must be reported to the Parking Garage Manager or designee while vehicle is still on the premises. All claims will be investigated.

5.2.4 Parking permits are not transferable and can only be used by those whose name appears on the application. Extended leave is not an excepted condition.

5.3 Monitoring and Enforcement Procedure

5.3.1 Official protocol incorporating the parking garage staff working in tandem with electronic devices to monitor the NASA Headquarters Parking Garage shall be employed to ensure the safest possible environment. The monitoring devices may include closed-circuit television cameras, patrols and/or radar speed display signs. Representatives of the NASA Headquarters Security Guard Force, Federal Protective Service, Facilities and Administrative Services Division, Parking Garage Management and the building owner shall work to enforce all rules and regulations, warn or notify authorities to cite violators for infractions. Only the Federal Protective Service is authorized to cite violators with a DC Department of Motor Vehicles citation.
