P.1 PURPOSE

This directive describes the eligibility and procedures for obtaining a parking permit for the NASA Headquarters garage.

P.2 APPLICABILITY

a. This HQPR is applicable to NASA Headquarters civil service employees, including full-time, part-time and temporary personnel, detailees and Cooperative Education Program participants whose duty location is NASA Headquarters. Civil Service employees on detail to NASA from NASA Centers or other Federal Agencies are also eligible to park in the garage. (See Definitions.)

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" denotes a discretionary privilege or permission, "can" denotes statements of possibility or capability, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

P.3 AUTHORITY

a. Programs to encourage commuting by means other than single-occupancy motor vehicles, 5 U.S.C. 7905.

P.4 APPLICABLE DOCUMENTS AND FORMS

a. General Services Administration (GSA), Public Buildings Service Customer Guide to Real Property.

b. NASA HQ Form 43, Application for HQ Parking Permits

c. NASA HQ Form 202, Request for Change in Commuting Status.

d. NASA HQ Form 289A, NASA HQ Identification and Badge Data-Contractor.

P.5 MEASUREMENT/VERIFICATION

a. Internal and external third party audits and evaluations shall be used to assess the effectiveness of this procedure. The Program Administrator or the designee shall contact parking program participants annually to recertify application information and verify continued program eligibility.

b. Access to the parking garage is controlled by the Security Guard Force at the entrance of the parking garage in conjunction with the of a parking permit hang tag during hours of operations and a NASA Headquarters badge after hours.

c. NASA Headquarters badges (civil service personnel) are programmed to activate the card readers at the entrance to the parking garage elevators on the east and west sides of the building.
