CHAPTER 2. REQUIREMENTS

2.1 Scheduling SIPRNET Reading Room Conference Rooms

2.1.1 Scheduling of the SIPRNET Reading Room conference rooms must be made in advance of anticipated use. This precludes any conflict with other users and events as well as allowing the HQ Security Officer to verify necessary security clearances of users.

2.1.2 The schedule for the SIPRNET Reading Room conference rooms (1T72 and 1T81) will be maintained by the Security Office Administrative Assistant. NASA employees needing to schedule access to any of the conference rooms will contact the Administrative Assistant at email: Shamika.j.Brown@nasa.gov/202-358-1192, and provide dates and times needed. Requests must be made five working days prior to the meeting date. The Administrative Assistant will advise the requestor if the room is available, and if so, inform the individual to complete the Request for Access to SIPRNET Room form (Appendix A). The conference room will be placed on hold. The Sponsor for the meeting or activity will complete the form and forward it to the Personnel Security Specialist located in the NASA Headquarters Security Office, Room 1J20.

2.1.3 A NASA Civil Servant employee will act as the meeting/activity sponsor and will be listed as such on the access forms. Each NASA employee needing access will fill out a request form. Copies of the SIPRNET Reading Procedural Requirements (HQPR 1630.1) will be provided to the sponsor for review by requesting users.

2.1.4 The Sponsor should include a list of names of individuals visiting from outside of NASA with the request form. The NASA Requestor/Sponsor will be responsible for ensuring the visitors from outside NASA send to the NASA HQ Security Office the appropriate Visit Letters. Visitors who have not submitted a Visit Letter by the requested date will not be allowed access to the SIPRNET Reading Room.

2.1.5 The Personnel Security Specialist will verify the security clearance of the requesters and annotate the form.

2.1.6 The Personnel Security Specialist will forward the request form to the NASA HQ Badging Office Technician. The Badging Office Technician will update the electronic access control system to allow access to the SIPRNET Reading Room for employees during the days indicated and annotate task completion.

2.1.7 The annotated form will be provided to the Chief, Headquarters Security Office, for final approval. The Personnel Security Specialist will file the forms and notify the Sponsor, and the Security Office Administrative Assistant, that the meeting/activity has been approved.

2.1.8 The NASA HQ Security Office Personnel Security Specialist will file the completed request forms and create and maintain a list of those persons who have been approved to use the SIPRNET Reading Room. The Personnel Security Specialist will coordinate with the Badging Office Technician to allow access to the SIPRNET Reading Room. The requirement for visit Letters for visitors from outside NASA will still apply.

2.2 Access to the SIPRNET Reading Room Area

2.2.1 Access to the SIPRNET Reading Room Area involves entry through the first-floor hallway door marked 1T68. Entry is controlled by a combination lock on the doors as well as a card reader and electronic latch controlled by the NASA HQ Access Control System.

2.2.2 Access to the SIPRNET Reading Room Area, 1T68, will be restricted to NASA employees with current security clearances indicated in the NASA Security Clearance Tracking System (NCTS) or contractors or visitors with current Visit Letters on file with the HQ Security Office. The Badging Office Technician will verify clearance status with the Personnel Security Specialist before setting electronic access on all occasions' access it needed. Only select HQ Security Office staff, FASD staff, and SIPRNET Technicians will have continuing access.

2.2.3 Access to the SIPRNET Reading Room will only be for timeframe of the scheduled meeting, use, or event. Users must go through the process of scheduling the use of the area as outlined in paragraph 2.1.2 for each requirement.

2.2.4 Persons who have Request for Access to SIPRNET Room forms on file and have a current security clearance can request short term use of tone of the SIPRNET Reading Room areas to review classified material, use the secure phone, or check the secure network. They should contact the Badging Office Technician, at email keith.a.smith@nasa.gov and erick.villacorta@nasa.gov/202-358-2422, to request access for period of time not to exceed one work day. The Badging Office Technician will verify the room is not scheduled for other use and the requestor has a current form on file and clearance. The Badging Technician will set the employees access for the requested time. Any time exceeding one work day must be scheduled through the Administrative Assistant.

2.3 Physical Security

2.3.1 The combination lock on the SIPRNET Reading Room door will be in the locked position and the interior alarms will be active whenever the room is not in use. Normal hours are 6:00 AM - 7:00 PM, Monday-Friday.

2.3.2 The combination to the SIPRNET Reading Room will be held by the Chief and Deputy Chief, NASA HQ Security Office. On days that the SIPRNET Reading Room is scheduled to be in use the combination lock will be unlocked.

2.3.3 The Security Supervisor will check the lock on the door of the SIPRNET Reading Room daily at 7 PM and will lock the combination lock as needed. Use of the room after 7 PM must be coordinated with the Chief, NASA HQ Security Office at least one day in advance. The alarm system for the area will automatically activate after 7 PM Daily unless scheduled users coordinate extended times with the Chief, NASA HQ Security Office.

2.3.4 Electronic access to the SIPRNET Reading Room will only be valid for NASA HQ employees during the time of the requested meeting/activity. Electronic access will be removed after the requested meeting/activity time has expired.

2.3.5 The Chief, NASA HQ Security Office, and the Deputy Chief, NASA Security Office will be the only persons who will have continuing access to the SIPRNET Reading Room. They will be the only persons who can authorize use of the room outside of procedures outlined in this HQPR.

2.3.6 SIPRNET Access. Employees requiring access to the secure systems in the SIPRNET Reading Room must obtain SIPRNET accounts. Employees must demonstrate actual continuing need. Employees will obtain the necessary SIPRNET Account form from the HQ Security Office. It will be the employee's responsibility to coordinate endorsements. The account form will be returned to the NASA HQ Security Office by the employee. HQ Security Office will forward the form to NASA National Security Systems (NSS) Manager for final approval. When approved, the employee will be contacted by the NASA HQ NSS Contract Support Team to set up account access.
