P.1 PURPOSE

P.1.1 The Headquarters Critical Incident Stress Management (CISM) Program has been developed to provide stress management and crisis support services following a critical incident. Responding effectively to a critical incident requires a coordinated effort between various offices at Headquarters. This document:

a. Establishes the procedures which must be followed in an emergency situation requiring CISM.

b. Delegates specific responsibilities for dealing with critical incident stress.

c. Outlines preventive measures which must be taken in advance.

d. Provides for the care and support of victims and their families.

e. Plans for the orderly return of the workplace to a normal mode of operation.

P.2 APPLICABILITY

P.2.1 This HPR applies to employees of all Headquarters organizations including the Office of the Inspector General. It also applies to contractors to the extent specified in their contracts, individuals on Intergovernmental Personnel Act assignments, NASA and non-NASA detailees, and other NASA employees co-located in the Headquarters building. This HPR will be included in the Headquarters Emergency Preparedness Plan.
