Chapter 1. Responsibility

1.1 The Director, Headquarters Human Resources Management Division (HRMD) shall:

a. Administer, monitor, and make necessary modifications to the Student Loan Repayment Program (SLRP) at NASA Headquarters,

b. Provide advice and guidance to the managers and employees on the appropriate use of SLRP.

1.2 Supervisors shall:

a. Comply with procedures as outlined in this directive;

b. Fund its own student loan repayment; certification of funds are obtained according to established Headquarters Budget Management and Systems Services (BMSS) procedures;

c. Comply with merit system principles when selecting employees to receive loan repayment benefits and consider the need to maintain a balanced and diverse workforce;

d. Ensure that their responsibilities under labor relations statutes and union agreements are fulfilled;

e. Verify that a student loan is Federally insured and eligible to be repaid under this program (see Appendix C);

f. Verify the current loan balance at time of entrance on duty and any subsequent extensions of the service agreement (see Appendix C);

(1) Reach agreement with the holder on terms of payment; and

(2) Prepare the written justification for the loan and maintain case files (see Appendix D)

1.3 Human Resources Management Division (HRMD) shall:

a. Develop and disseminate policies governing the use of the loan repayment program and provide technical guidance to employing offices concerning its administration;

b. Provide updates when changes are made to the laws governing the student loan repayment program;

c. Ensure service agreements are fulfilled;

d. Per 5 CFR, Part 537, Part IX, maintain a record of each determination made under this authority and retain the record for 3 years (files may be destroyed after 3 years);

e. Compile the NASA Headquarters annual report on the number of employees receiving benefits under this authority, their job classifications, and the amount of benefits;

f. Evaluate the program after the completion of each annual report to OPM to ensure maximum effectiveness is achieved; and

g. Prior to annual student loan payment, review performance appraisal to confirm employee has maintained at least "fully successful" rating of record.

1.4 Employees shall:

a. Be responsible for making loan payments on the portion of the loan that continues to be their responsibility;

b. Be responsible for any income tax obligation resulting from the loan repayment benefit;

c. Provide any loan information requested in order to process payments on their behalf; and

d. Adhere to the SLPR policy and procedures and the terms and conditions of the approved agreement.
