Chapter 5. Criteria for Justifying Student Loan Repayment

5.1 Managers who request the use of student loan repayment shall justify this request in the form of a memo to the Director, Human Resources Management Division. The memo will include support for recruitment or retention of the employee. (see chapters 3 and 4, respectively, for additional information)

5.2 In determining the need for and amount of loan repayment, requesting, reviewing, and approving officials should consider equitability and alignment issues within Headquarters.

5.3 Written determinations should consider the degree to which the repayment would be extended to other employees meeting the same criteria and budget availability.
