PREFACE

P.1 PURPOSE

a. 5 United States Code (U.S.C.) 5379 authorizes agencies to set up their own student loan repayment program to attract or retain highly qualified employees

b. This instruction provides policy and guidance for implementing the Student Loan Repayment Program. This program is intended to facilitate the recruitment and retention of highly-qualified employees by allowing agencies to repay part or all of their Federally insured student loans.

c. This HQPR establishes the procedures and responsibilities for conducting the Student Loan Repayment Program in accordance with Agency and Headquarters management requirements. It provides guidance for managers and employees

NOTE: The SLRP is not an entitlement and is to be used to the extent that is necessary for effective recruitment and retention purposes.

P.2 APPLICABILITY

The Headquarters policy is applicable to civil service employees or job candidates (as defined by 5 U.S.C. 2105) who are highly qualified based upon a written determination that the superior or unique qualifications of the employee or special need of the Agency for the employee's services makes it essential to recruit or retain the employee.

The Headquarters Human Resources Management Division prepares annual reports on the use of Student Loan Repayment Program for use by the Office of Human Capital Management and the Office of Personnel Management.
