Appendix A. Definitions
Alternative Work Schedule: a type of work schedule (compressed work schedule or flexible work schedule) that is established to provide employees greater scheduling flexibilities while meeting program and mission goals.
Compensatory Time: time off with pay in lieu of overtime pay for irregular or occasional overtime work, or under the Flexible Work Schedule Program, time off with pay in lieu of overtime pay for regularly scheduled or irregular or occasional overtime work.
Compressed Work Schedule: a category of Alternative Work Schedules which has for full-time employees an 80 hour biweekly basic work requirement that is scheduled for less than 10 workdays. In the case of a part-time employee, it has a biweekly basic work requirement of less than 80 hours that is scheduled for less than 10 workdays.
Core days: the days in a biweekly period which an employee covered by a Flexible Work Schedule is required to be present for work.
Core hours: the period of time each workday during which an employee covered by a Flexible Work Schedule is required to be present for work, except for non-workdays.
Credit hours: those hours within a flexible work schedule that an employee elects to work in excess of his or her basic work requirement to vary the length of a workday, workweek or pay period, with supervisory approval.
First Forty tour: a basic workweek of 40 hours performed within a period of not more than 6 of 7 consecutive days, without the requirement for specific days and hours within that 6-day period.
Flexible Time Bands: the times during the workday, workweek, or pay period within the tour of duty during which an employee covered by a Flexible Work Schedule may choose to vary his or her times of arrival to and departure from the worksite consistent with the duties and requirements of the position. These timeframes also provide the time bands in which credit hours may be earned. Flexible bands also define the times on weekends during which credit hours may be earned.
Flexible Work Schedule: a category of Alternative Work Schedules which has an 80-hour biweekly requirement for which an employee determines a schedule within flexible time bands that meets workplace needs within applicable limits. In the case of a part-time employee, it has a biweekly basic work requirement of less than 80 hours.
Flexilunch: an extension of a lunch break which an employee on a Variable Week or Maxiflex tour may take advantage of, but should adjust the arrival and/or departure an equivalent amount of time that day.
Flexitour: a type of Flexible Work Schedule with a basic work requirement of 8 hours per day and 40 hours per week, worked over 5 workdays.
Glide Time: for Variable Week and Maxiflex tours it is the daily arrival flexibility of 30 minutes before and 30 minutes after the employees established arrival time. The glide time shall not begin before 6:00 a.m. or end after 9:00 a.m.
Headquarters Flexible Work Schedule Agreement: an agreement that is used to establish a Variable Week and Maxiflex tour which outlines an employee's biweekly work schedule and responsibilities.
Headquarters Work Schedule (Tour) Change Request: a request to change to a different work schedule.
Irregular Tour of Duty: a period of work which could not be scheduled in advance of the standard workweek because of the nature of the work required or a similar reason.
Maxiflex: a type of Flexible Work Schedule that contains required hours on fewer than 10 workdays in the biweekly pay period and in which an employee has a basic work requirement of 80 hours for the biweekly pay period but in which an employee varies the number of hours worked on a given workday or the number of hours each week within applicable limits.
Non-workday: a day that is not a scheduled workday under a Flexible Work Schedule or a regularly scheduled day off under a compressed work schedule. Saturday and Sunday are also considered non-workdays.
Overtime: when used with respect to Standard, FWS and First Forty tours, refers to all hours in excess of 8 hours in a day or 40 hours in a week that are officially ordered and approved in advance, but does not include credit hours. With respect to CWS programs, overtime hours refers to any hours in excess of those specified hours for full-time employees that constitute the compressed work schedule. For part-time employees, overtime hours are hours in excess of the compressed work schedule for a day (but shoul be more than 8 hours) or, for a week (but should be more than 40 hours).
Regular Day Off: refers to a regular non-workday in a CWS.
Regularly scheduled: work that is scheduled in advance of an administrative workweek.
Standard schedule: a traditional work schedule, established primarily for program and mission goals, and has a basic work requirement of 8 hours per day and 40 hours per week, worked over 5 workdays. The hours for a Standard tour are generally the business hours for the Center.
Terms: in this document a requirement is identified by shall ; a good practice by should; permission by may or can; expectation by will; and descriptive material by is or are.
Tour of duty: the hours of the day and the days scheduled in advance within the administrative workweek during which an employee is required to perform duty on a regular basis. Tour of duty is synonymous with basic work requirement.
Variable Week tour: a type of Flexible Work Schedule that contains required hours on each workday in the biweekly pay period and in which an employee has a basic work requirement of 80 hours for the biweekly pay period but in which an employee varies the number of hours worked on a given workday or the number of hours each week within applicable limits.
