CHAPTER 5. Compressed Tour

5.1 Basic Workweek

5.1.1 The Compressed tour at Headquarters is commonly referred to as 5/4-9.

5.1.2 For a full-time employee, the basic workweek is 80 hours biweekly worked as eight 9-hour days, one 8-hour day, and one non-workday. The non-workday is commonly referred to as "regular day off" (RDO).

5.1.3 For a part-time employee, the basic workweek is the number of hours regularly scheduled to work in a workweek. The employee's schedule shall include at least one 9-hour day.

5.1.4 Core days are those days determined by the supervisor, based on the organization's work requirements, when an employee on an AWS is required to be present for work in a particular organizational unit. For example, if an organization's staff meetings are regularly scheduled on Tuesdays and employees are required to attend, an employee shall be prohibited from scheduling Tuesdays as his/her RDO.

5.2 Basic Work Requirements

a. The tour of duty begins no earlier than 6:00 a.m. and end no later than 6:00 p.m. Work is scheduled Monday through Friday, except on the designated RDO.

b. The tour begins on a quarter hour (i.e., 8:00, 8:15, 8:45) between the hours of 6:00 a.m. and 9:00 a.m.

c. A mandatory 30-minute unpaid lunch period should be included in each scheduled day. An employee may choose a 45-minute or 60-minute lunch period, but should adjust his/her arrival and departure time based on the lunch period selected.

d. Once selected, the arrival and departure times and the selected unpaid lunch period are fixed, not flexible. The arrival and departure time is the same each workday, except for the 8-hour workday. The 8-hour workday should be the same day each pay period, with the same arrival and departure time.

e. The RDO is scheduled on the same day each pay period and should not be scheduled on any core day specified by the organizational unit, unless approved by the supervisor.

f. An employee should be present during the scheduled hours and days or otherwise be accounted for by leave or other approved absence, except during lunch periods.

g. Leave should be taken for a late arrival or early departure from work.

h. Ineligible for glide time, flexilunch, or credit hours.

5.3 Modifications to Schedule

5.3.1 Once the schedule is approved, the compressed tour becomes the normal tour of duty and is a fixed schedule. There is no flexibility in the arrival and departure time on any day during the pay period once fixed.

5.3.2 If an employee should work on his/her RDO, the employee shall:

a. be paid overtime or compensatory time, , for the hours worked in excess of 80 hours in the pay period;

b. be directed by the supervisor to change the RDO to another day in the same pay period; or

c. request to change the RDO to another day in the same pay period.

5.3.3 Occasionally, an employee may request a change in his/her RDO or 8-hour day due to unanticipated work demands or a personal emergency situation and, with the advanced approval of the supervisor, change the RDO or 8- hour day to another workday during the same pay period.

5.3.4 A supervisor shall not approve a change to an employee's RDO for the purpose of changing his/her entitlement to holiday pay.

5.3.5 If the RDO is changed to another workday during the pay period, it should be documented in WebTADS by the end of the first week of the pay period.

5.4 Holidays

5.4.1 A full-time employee is entitled to 8 hours of basic pay for holidays established by Federal Statute, "in-lieu-of holidays," or a day excused by Executive Order, unless otherwise defined in the Executive Order.

5.4.2 When a holiday occurs on a full-time employee's RDO, the RDO becomes the preceding workday, except in the event the holiday occurs on the first Monday of the pay period, in which the RDO becomes the following workday.

5.4.3 A full-time employee is entitled to the hours of pay for the holiday for the amount of time scheduled to be worked (i.e., either 8 or 9 hours).

5.4.4 A part-time employee is entitled to basic pay for the number of hours of the compressed work scheduled on the designated holiday. Part-time employees are not entitled to an "in lieu of" holiday if a holiday falls on a non-workday.

5.4.5 A full-time or part-time employee's work schedule will not be adjusted in order to be paid for a holiday or for a greater number of hours on a holiday.
