PREFACE

P.1 PURPOSE
The NASA Headquarters (HQ) Emergency Preparedness Plan (EPP) is an all-hazards approach addressing planning, preparedness, response, and recovery operations to an incident. This plan shall serve as a guide to individuals who have been identified as Headquarters management and response personnel during emergency situations.

The EPP contains basic information and instructions to be used in conjunction with the Occupant Emergency Plan (OEP), Incident Command Post (ICP) Standard Operating Procedures (SOP), the Headquarters' Continuity of Operations (COOP) Plan, and other emergency management procedures.

The NASA Headquarters EPP is intended to be a planning tool and will be executed as needed in response to emergency events. To further protect the personnel and resources of NASA Headquarters, this document will be updated to reflect lessons learned from exercises and responses to events. The primary responsibility for maintenance of the EPP rests with the Branch Chief for Emergency Management and Administrative Services, Headquarters Facilities and Administrative Services Division who is designated as the Headquarters Emergency Preparedness Coordinator. The EPP is designed for:

a. Those who have been assigned an active role (ICP Staff, Emergency Management Team, key Leadership Officials) responding to and recovering from emergency incidents impacting NASA Headquarters.

b. Use in the NASA Headquarters ICP.

c. Use as a guide meeting requirements related to emergency management and safeguarding of life and property within NASA Headquarters.

d. All Headquarters personnel providing a general understanding of emergency response procedures.

P.2 APPLICABILITY

The NASA Headquarters EPP is applicable to all NASA Headquarters and non-NASA personnel (contractors, the general public, and other government agencies) using or visiting NASA Headquarters. In the event of an emergency, NASA Headquarters and non-NASA personnel will be subject to the direction and control of the proper Headquarters authority as indicated within this document. All comments and questions concerning the application of the Headquarters EPP are to be referred to the Branch Chief for Emergency Management and Administrative Services, Headquarters Facilities and Administrative Services Division.
