APPENDIX A. DEFINITIONS

CommuterDirect.com. Lets you buy transit tickets and passes online and have them delivered to your home or office. As a Commuter Direct account holder you can set up a renewable order to automatically receive the tickets and passes you need for your commute. You can use your Smart Benefits to purchase MARC, MTA Commuter Bus, and VRE passes through CommuterDirect.com. (https://www.commuterdirect.com)

Eligible Employee.NASA civil service personnel, including full-time, part-time personnel, term personnel, temporary personnel, and detailees, whose duty station is Washington, D.C.

Fare Media. SmarTrip Benefit

a. SmarTrip Card. A SmarTrip® card is a ermanent,rechargeable card used to pay Metrorail and local bus system fares.

b. Electronic Fund Transfer for any public or rail transit system. Sign up at Metro website (http://www.wmata.com/smartbenefits) to electronically transfer commuting funds to Commuter Direct or van pool provider.

Maryland Area Regional Commuter MARC). MARC Train Service is a commuter rail system whose service areas include Harford County, Maryland; Baltimore City; Washington D.C.; Brunswick, Maryland; Frederick, Maryland and Martinsburg, West Virginia. MARC Train Service operates Monday through Friday only. Weekend Service now available on the Penn Line only.

National Capital Region (NCR). The District of Columbia; Montgomery, Prince George's and Frederick Counties in Maryland; Arlington, Fairfax, Loudon, and Prince William Counties in Virginia; and all independent cities within the geographic area bounded by those counties (e.g., Alexandria).

Parking Garage Validation Stickers. NASA distributed parking validation stickers that are sold to civil servants who occasionally park in the HQ Garage at a discount. The difference between the discounted price and the retail value of the parking fees shall be deducted from the monthly fare subsidy allocation.

PPotomac and Rappahannock Transportation Commission (PRTC). Is a public transportation system in Prince William County, Virginia, plus two adjacent independent cities, Manassas and Manassas Park, that together are surrounded by the county. Services provided by PRTC include OmniRide, OmniLink, and OmniMatch.

Public Mass Transportation.

a. That seats at least six adults (not including the driver); and

b. At least 80 percent of the mileage used is to transport employees between their residences and their place of employment; and

c. The number of employees transported for such purposes is at least ½ of the adult seating capacity (not including the driver); and

d. Transportation is provided by any person in the business of transporting persons for compensation or hire.

Virginia Railway Express (VRE). Is a regional/commuter rail service that connects the Northern Virginia suburbs to Union Station in Washington, D.C., via two lines: the Fredericksburg Line from Fredericksburg, Virginia, and the Manassas Line from Broad Run/Airport station in Bristow, Virginia.

Washington Metropolitan Area Transit Authority (WMATA). Commonly referred to as Metro, is a tri- jurisdictional government agency that operates transit service in the Washington Metropolitan Area. WMATA was created by the United States Congress as an interstate compact between the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. WMATA provides rapid transit service under the Metrorail brand, fixed- route bus service under the Metrobus brand, and paratransit service under the MetroAccess brand. The authority is also part of a public-private partnership that operates the DC Circulator bus
