PREFACE

P.1 PURPOSE

This Headquarters Procedural and Requirements (HQPR) outlines the eligibility and procedures for obtaining a fare subsidy card to commute to work utilizing public mass transportation.

P.2 APPLICABILITY

a. This HQPR is applicable to NASA (HQ) civil service employees, including full-time, part-time and temporary personnel, and detailees whose duty location is in the National Capital Region (see Definitions). Civil Service employees on detail to NASA HQ from NASA Centers or other Federal Agencies are also eligible for the subsidy.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" denotes a discretionary privilege or permission, "can" denotes statements of possibility or capability, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

P.5 MEASUREMENT/VERIFICATION

Internal and external third-party audits and evaluations will be used to assess the effectiveness of this procedure. Fare Subsidy Program (FSP) participants will be contacted annually by the Transportation Officer to recertify application information and verify continued program eligibility.
