1. POLICY

NASA's policy is that effective management of NASA real property is integral to NASA's mission. NASA's approach to real property asset management links planning, programming, budgeting, and evaluation to mission requirements and life-cycle performance outcomes. NASA will balance acquisition, sustainment, modernization, and disposal to ensure that the necessary real property is available, utilized, and in a suitable condition to meet mission requirements.

2. APPLICABILITY

a. This NPD applies to:

(1) NASA Headquarters and NASA Centers, including all Component Facilities, and Technical and Service Support Centers.

(2) Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center (FFRDC), and other contractors, grant recipients, or parties to agreements only to the extent specified or referenced in the applicable contracts, grants, or agreements.

(3) All real property owned, occupied, leased, or otherwise managed by NASA.

b. In this directive, the terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice, and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

3. AUTHORITY

The National Aeronautics and Space Act, 51 United States Code (U.S.C.) ยง 20113(a).

4. APPLICABLE DOCUMENTS AND FORMS

5. RESPONSIBILITY

a. The Assistant Administrator for the Office of Strategic Infrastructure (OSI) serves as the Agency Senior Real Property Officer and may delegate this responsibility to the Director, Facilities and Real Estate Division (FRED). The Senior Real Property Officer:

(1) Develops and updates, as required, an Agency Real Property Capital Plan in accordance with E.O. 13327, Federal Real Property Asset Management and annual guidance from the Office of Management and Budget (OMB).

(2) Develops and implements an Agency Federal Real Property Profile (FRPP) Data Quality Improvement Program in accordance with OMB guidance.

(3) Monitors the Agency's real property on an ongoing basis to ensure that asset management goals and objectives are being met.

(4) Serves on the Federal Real Property Council.

(5) Establishes real property asset management performance measures.

b. The Director, FRED, OSI:

(1) Establishes Agency real property management policies and procedures.

(2) Exercises control over real property under the jurisdiction of NASA.

(3) Serves as the centralized functional owner of Agency real estate management to include acquisition, use, management (e.g., out-granting), and disposal of real property.

(4) Ensures the guiding principles for safety and sustainability are incorporated into in-grants, out-grants, and all other real property actions.

(5) Serves as the Appointing Official for the Real Estate Contracting Officer (RECO) Program.

(6) Designates a Real Property Accountable Officer (RPAO) for each NASA Center.

(7) Serves as the principal point of contact for all real property activities and will provide Agency-wide policies for real property asset management.

(8) In consultation with the Office of the General Counsel and the Office of International and Interagency Relations, coordinates real property matters involving international locations.

c. The Real Estate Branch Chief, FRED:

(1) Manages and oversees the RPAOs and RECOs to ensure accurate and complete recording and reporting of real property owned, leased, or otherwise managed by NASA.

(2) Coordinates real property related financial data for required reporting, to include real estate instruments, capital improvements, and heritage assets, with the Agency Office of the Chief Financial Officer.

(3) Ensures Agency requests for acquisition, out-granting, and disposal of real property are coordinated, reviewed, and executed in accordance with 14 CFR 1204 subpt. 5 and NPR 8800.15, Real Estate Management Program.

(4) Approves real property and real estate forms and templates for Agency use after consultation with appropriate stakeholder organizations.

d. NASA Center Directors and the Director of the NASA Office of JPL Management and Oversight (NOJMO):

(1) Serve as custodians of NASA real property in accordance with NPR 8800.15.

(2) Appoint a Facilities Utilization Officer (FUO) to be responsible for the assignment of building space, implementing facilities utilization reviews, and periodic reporting.

(3) Establish a Facilities Utilization Review Board to properly address the Center's efficient use of NASA real property assets in coordination with the RPAO, FUO, Capability Portfolio Manager(s), and other stakeholders at the Center.

(4) Ensure all Center real property requests are coordinated through the RPAO and Center OSI Integrator (COI).

(5) Assess real property needs with respect to mission requirements.

(6) Collaborate and coordinate with Mission Directorates and Capability Portfolio Managers for mission requirements.

(7) Propose the leveraging of under-utilized real property through initiatives and requests for actions such as out-granting real property.

(8) Propose elimination of real property not currently required and not required in the foreseeable future (unutilized) through divestment, demolition, or other disposal programs.

e. Centers, OSI, and Mission Directorates will align assets with mission requirements in accordance with the following principles:

(1) Steward only the real property NASA needs by acquiring real property only when necessary, maximizing utilization, and divesting real property for which the Agency has no future need.

(2) Ensure reliable service to occupants via effective real property asset stewardship, including fiscally and environmentally sustainable management practices which include considering risks that may be caused through the effects of climate change when planning investments, assigning land uses, and entering into agreements with partners.

(3) Continually assess adherence to these principles by collecting and managing relevant data in a timely, accurate, and complete fashion and in accordance with applicable laws and standards.

6. DELEGATION OF AUTHORITY

None.

Attachment A. Definitions

Real Property. The term "real property" refers to land and property that is attached directly to land including buildings, structures (including relocatable structures), air space, utility systems, improvements, and appurtenances permanently affixed to land and referred to as assets. Real property also includes related personal property, also known as collateral equipment. Real property may be owned, leased, occupied, and/or controlled by NASA, and includes GOCH real property.
