NPD 1850.1A Effective Date: June 19, 2025 Expiration Date: June 19, 2030 |
a. In recognition of Agency responsibilities to provide the workforce with healthy and safe working conditions, it is NASA policy to adhere to the highest health care quality standards through a comprehensive medical quality assurance (MQA) program to systematically review and improve all aspects of NASA medical and behavioral health services. Requirements for development and implementation of NASA's MQA program are established in NASA Procedural Requirements (NPR) 1850.1, Quality Assurance of NASA Medical Care.
b. It is NASA policy to maintain MQA records in compliance with Federal laws and regulations, including the Privacy Act of 1974, as amended, 5 U.S.C. § 552a; the Privacy Act - NASA Regulations, 14 CFR Part (pt.) 1212; NASA Policy Directive (NPD) 1382.17, NASA Privacy Policy; and NPR 1382.1, NASA Privacy Procedural Requirements.
a. This directive is applicable to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers, contractors, recipients of grants, cooperative agreements, or other agreements only to the extent specified or referenced in the applicable contracts, grants, or agreements.
b. The applicability of this directive to the Jet Propulsion Laboratory, a Federally Funded Research and Development Center, is being assessed by NASA. This applicability statement will be updated as necessary when that assessment is completed.
c. This directive is applicable to healthcare providers from outside entities (e.g., commercial human spaceflight providers or international space agencies) when they require use of NASA medical facilities or resources or as otherwise specified or referenced in applicable contracts, grants, or agreements.
d. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The term "may" denotes a discretionary privilege or permission, "can" denotes statements of possibility or capability, "should" denotes a good practice and is recommended but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.
e. Where conflicts exist between provisions of this directive and Federal statutes or regulations, or higher-level NASA directives, those statutes, regulations, and higher-level NASA directives take precedence.
f. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

a. The Chief Health and Medical Officer establishes requirements to implement and maintain a MQA program and monitors program compliance by all components and personnel of the NASA medical care system.
b. Center Chief Medical Officers/Center Medical Directors ensure the implementation of the MQA requirements and processes by all units, healthcare facilities, and personnel under their purview.
c. All personnel providing healthcare services in the NASA medical care system enterprise, including civil servants and contractors, will adhere to the requirements and processes described in NPR 1850.1 and strive to deliver the highest quality of care.
d. Contracting Officer Representatives ensure that all provisions and requirements of NASA MQA policies are stipulated and in effect for contracts procuring Agency healthcare or human research services.
