P.1 PURPOSEThis Headquarters Procedural Requirements (HQPR) outlines the eligibility and procedures for obtaining a fare subsidy to commute to work utilizing public mass transportation.
This HQPR is applicable to NASA Headquarters Civil Servant employees, including full-time, part-time and temporary personnel, and detailees whose duty location is in the National Capital Region (see Definitions). Civil Servant employees on detail to NASA Headquarters (HQ) from NASA Centers or other Federal Agencies are also eligible for the subsidy.

Internal and external third party audits and evaluations shall be used to assess the effectiveness of this procedure. Fare Subsidy Program (FSP) participants shall be contacted annually by the Transportation Officer to recertify application information and verify continued program eligibility.
