F.1.1 HQ and Center Responsible Offices will need to omit requirements (i.e., shall statements) from the policy section of NPDs and CPDs and specify specific requirements, not general responsibilities, in NPRs and CPRs with broad application. There is no cost or burden associated with these requirements as applicability begins when these documents are revised. The benefit of omitting shall statements from policy provides clear Agency direction.
F.1.2 HQ and Center Responsible Offices will need to include the language, "a Federally Funded Research and Development Center (FFRDC)" in parenthesis wherever JPL appears in their respective directives when these documents are created or revised. Including this language clarifies that JPL is not a NASA Center, but an FFRDC.
MSD and Centers whose directives reference JPL will need to adjust the applicability language in all approved Agency-level and Center-level directives that apply to JPL to include the language, "a Federally Funded Research and Development Center" in parenthesis wherever JPL appears in the directive. Including this language in approved directives clarifies that JPL is not a NASA Center, but an FFRDC.
Agency DMs will need to ensure that directive originators adhere to the new changes in NPR 1400.1 as respective directives are up for revision. There are no costs associated with this requirement as processes are already in place to confirm that directives comply with NPR 1400.1. The benefit of implementing these revisions is that it provides improved clarification of requirements.
