C.1 An executive may be paid at any salary from the entry salary of the tier to the top of the tier. Tier maximum rates will increase if the pay caps are increased.
C.2 Tier 1: Top Range (not to exceed EX-II): Senior leadership positions that are most critical for mission success:C.4 Tier 3: Lower Range: Other high performing individuals whose positions do not fit in the above Tiers but are making key contributions to mission success.
C.5 Tier 4: All other SES positions.
