Chapter 1. General

1.1 National Consultation Rights

1.1.1 The Agency has granted National Consultation Rights (NCR) to the International Federation of Professional and Technical Engineers (IFPTE) and the American Federation of Government Employees (AFGE).

1.1.2 NCR entitles the IFPTE and AFGE to be informed of any substantive change in conditions of employment proposed by the Agency and be permitted reasonable time to present their views and recommendations regarding the changes. Further, if any views or recommendations are presented, the Agency will consider the views or recommendations before taking final action on any matter with respect to which the views or recommendations are presented. The Agency will provide a written statement of the reasons for taking the final action.

1.2 Exclusive Recognition

1.2.1 Exclusive recognition acknowledges the rights of a union that has been certified as the exclusive representative of the employees in a bargaining unit to, among other things, negotiate aspects of the conditions of employment of bargaining unit employees.

1.2.2 Management and unions holding exclusive recognition have a mutual obligation through appropriate representatives to meet and bargain in good faith on negotiable matters. Such obligation does not compel either party to agree to any specific proposal advanced or require the making of a concession on any specific matter.
