is the codification of the general and permanent rules published in

- OFFICE OF
MANAGEMENT AND BUDGET (OMB): The OMB has the role of assisting the
President in the development and implementation of budget, program,
management, and regulatory policies. Since the General Accounting
Office (GAO) audit of certain federal (non-NASA) fleets in 2004, the
OMB has been taking a number of actions to require Agencies to
better manage and improve the cost efficiency of their fleets. See
