Preface

P.1 Purpose

This NPR establishes NASA requirements and procedures to implement the Agency Ethics Program, as set forth in NPD 1900.9, Ethics Program Management, and to ensure that NASA complies with Federal and Agency ethics laws, regulations, Executive Orders, and directives. The mission of the NASA Ethics Program is to prevent conflicts of interest and appearances of conflicts of interest on the part of its executive branch employees. The program works to ensure that public servants make impartial decisions based on the interests of the public when carrying out the governmental responsibilities entrusted to them, serve as good stewards of public resources, and loyally adhere to the Constitution and laws of the United States. To accomplish this mission among the Centers, this NPR specifically addresses the degree of Headquarters oversight of the Ethics Program, and the processes for handling ethics matters consistently Agency-wide, and continuing policy development.

P.2 Applicability

a. NPR is applicable to NASA Headquarters and NASA Centers, including Component Facilities, the NASA Management Office, and the NASA Shared Services Center.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission, “should” denotes a good practice and is recommended, but not required, “will” denotes expected outcome, and “are/is” denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.
