Chapter 3. Roles and Responsibilities

3.1 Process Establishment

NASA establishes this process to maintain the scientific integrity of currently held astromaterials and to provide independent oversight of sample-related elements of missions, campaigns, programs, and projects that aim to: collect samples of astromaterials on Earth; return samples of astromaterials to Earth; or acquire astromaterials in space or on other planetary bodies, with the intention of future Earth return by a later mission. NASA approaches the formulation and implementation of astromaterial sample return programs and projects through a governance model that balances perspectives from partner organizations.

3.2 The NASA Chief Scientist

a. Concurs with accessioning of materials in NASA’s astromaterials collections on the recommendation of the Chief Scientist for Astromaterials Curation within SMD.

b. Approves the deaccessioning of materials from NASA’s astromaterials collections on the recommendation of the Chief Scientist for Astromaterials Curation within SMD.

c. Approves of the transfer of astromaterials collections outside of NASA on the recommendation of SMD.

d. Approves, with the concurrence of the Associate Administrator of SMD and the Chief Scientist for Astromaterials Curation within SMD, international or domestic agreements involving cooperation on sample-return missions or other astromaterials collection activities in which material is to be exchanged, given, or transferred to the custody of another party following the procedures outlined in NPD 1050.7, Authority to Enter into Partnership Agreements.

e. Approves, with the concurrence of the Associate Administrator of SMD, the Chief Scientist for Astromaterials Curation within SMD, and the Astromaterials Curator, proposals to transfer astromaterials to a third party as an act of goodwill.

3.3 The Science Mission Directorate (SMD)

The Science Mission Directorate is the directorate responsible for curation of all astromaterials, regardless of the directorate under which the collection was made.

3.4 The Associate Administrator of SMD

a. Appoints a Chief Scientist for Astromaterials Curation, as a delegate, responsible for matters related to the curation of astromaterials and astromaterials collections, as described in NPD 7100.10, Section 5(2).

b. Concurs on agreements and other documents through which NASA shares, exchanges, or donates astromaterials with entities outside NASA.

c. Concurs on international or domestic agreements involving cooperation on sample-return missions or other astromaterials collection activities in which material is to be exchanged, given, or transferred to the custody of another party.

d. Concurs on proposals to transfer astromaterials to a third party as an act of goodwill.

e. Approves any Curation Strategies or Plans with extraordinary circumstances as described in Section 4.2, with concurrence of the Chief Scientist for Astromaterials Curation within SMD.

3.5 The Chief Scientist for Astromaterials Curation within SMD

a. Approves all astromaterials curation strategies and plans that do not contain any extraordinary circumstances, as described in Section 4.2. Any curation strategies or plans with extraordinary circumstances require additional approval by the Associate Administrator of SMD.

b. Approves all astromaterials curation budgets.

c. Approves, with the concurrence of the NASA Chief Scientist, accessioning of materials in NASA’s astromaterials collections.

d. Convenes the Astromaterials Allocation Review Board (AARB) to conduct a peer review of proposals for the loan of specimens from astromaterials collections.

e. Concurs on loans of astromaterials specimens for research investigations, education, and public display.

f. Coordinates with other NASA Mission Directorates or offices as may be necessary for the acquisition, curation, and allocation of astromaterials samples for research investigations, education, and public display.

g. Concurs on international or domestic agreements involving cooperation on sample-return missions or other astromaterials collection activities in which material is to be exchanged or otherwise transferred to the custody of another party.

h. Concurs on proposals to transfer astromaterials to a third party as an act of goodwill.

3.6 Johnson Space Center (JSC)

Johnson Space Center is the NASA Center that manages all Astromaterials collections and curation facilities.

3.7 The Director of JSC

The Director of JSC appoints an Astromaterials Curator, as a delegate, responsible for matters related to the curation of astromaterials and astromaterials collections as described in NPD 7100.10, section 5(3).

3.8 The Astromaterials Curator

a. Develops astromaterials curation strategies, curation plans, curation budgets, and loan agreements in coordination with missions, campaigns, programs, and projects that are consistent with the contents of this NPR.

b. Designates a curation representative to any missions, campaigns, programs, or projects, as early in concept formulation as practical, but no later than System Requirements Review (SRR), to participate in all phases of the mission. For Commercial Lunar Payload Services (CLPS) task orders, timing for appointing a curation representative will be coordinated and concurred on with the Chief Scientist for Astromaterials Curation in SMD.

c. Ensures the physical security, protection, preservation, and environment of all astromaterials and astromaterials collections held by NASA.

d. Manages and supervises the review processes conducted by the AARB.

e. Approves loans, with the concurrence of the Chief Scientist for Astromaterials, of astromaterials specimens for research investigations, education, and public display.

f. Appoints a curator for each collection, known herein as a “collections curator.”

g. Ensures that each collection has a set of operational procedures, known herein as a “collection plan.”

h. Reviews periodically (not less than every five years) each collection plan.

i. Concurs on proposals to transfer astromaterials to a third party as an act of goodwill.

j. Maintains curation-specific documents (e.g., curation strategies, curation plans, and collection plans) as official records in accordance with NPR 1441.1 and disposes of them in accordance with NRRS 1441.

k. Approves sample numbering schemes for each collection.

3.9 The Planetary Protection Officer

Concurs on astromaterials curation strategies and plans for missions designated “Planetary Protection Category V Restricted Earth Return.”

3.10 Program, Project, and Mission Leadership and Management

a. Ensure that this NPR is followed from initiation of a directed or competed sample return mission, campaign, or astromaterials acquisition project that will ultimately result in the return of astromaterials to Earth.

b. Coordinate with the Astromaterials Curator to develop suitable astromaterials curation strategies, curation plans, curation budgets, mission/project requirements, and Interface Control Documents that are consistent with the contents of this NPR.

c. Integrate the curation representative as a key member of the mission, project, or program team, to provide insight and advice on matters affecting the contamination knowledge and collection of astromaterials and to participate in the development of curation strategies, plans, and budgets.

d. Ensure the delivery of contamination knowledge data and contamination knowledge specimens to the custody of the Astromaterials Curator.

e. Ensure the prompt delivery of newly collected or returned astromaterials to a curation facility specified in an approved curation plan.
