8.1.1 Relocatable structures are movable/relocatable real property including prefabricated buildings, commercial packaged accommodations, trailers, and other like items used as facility substitutes.
8.1.2 Although relocatable facilities are considered real property, certain types of relocatable facilities may be considered personal property. The RPAO shall coordinate with the SEMO to make the determination.
a. Relocatable structures such as trailers and Quonset huts affixed to land will be recorded in RPMS until they are detached and transferred to personal property.
b. Shipping containers (Conex boxes) that are being used as facility substitutes and are anchored or bolted down to a foundation and attached to any utilities are considered real property. Other shipping containers are considered personal property and should be stored in a designated laydown area.
8.3.1 Relocatable facilities may be purchased or leased and used within NASA when they constitute the most feasible and economical means of satisfying interim facility requirements. Facilities used to satisfy such requirements will normally be funded from programs or local resources unless the cost of purchase and installation is greater than the CoF threshold.
8.3.2 In accordance with 14 CFR § 1204.501, FRED shall exercise control over the acquisition of all relocatable structures.
8.3.3 NASA Center Directors and the Director, NOJMO shall submit to the RPAO a request to purchase or lease relocatable facilities that are necessary for mission performance in accordance with Chapter 4 (purchase) and Chapter 6 (lease) of this NPR.
8.3.4 If relocatable facilities are required beyond one year, Centers shall send a waiver request in addition to the other requirements in Chapter 4 of this NPR, to the Director, FRED with justification for the extended term, including plans to meet the requirement with permanent structures.
8.3.5 Centers shall submit the request at least 90 days prior to the proposed acquisition date.
8.3.6 The request should include:
a. Complete justification, including a discussion of the cost and method of acquisition, and projected operating and maintenance costs.
b. Size and scope of acquisition, including interior space and land.
c. Proposed space layout and square footage allowance per person.
8.3.7 If the acquisition of a relocatable facility meets the capitalization criteria in NPR 9250.1, the FPM shall complete a NF1739 prior to the acquisition, as noted in Section 4.8 of this NPR.
8.3.8 The Director, FRED or designee shall approve all requests for the acquisition of relocatable facilities.
8.3.9 In addition, the Center SEMO shall approve all requests for Conex-type shipping containers.
At the end of the usage term, the RPAO shall work with the SEMO for the relocatable facilities to be transferred to personal property records and disposed of as personal property.
