Chapter 7. Awards and Bonuses

7.1 ST and SL employees will be considered for all awards and bonuses for which they are eligible under Federal law and OPM guidelines, and consideration will be based on performance rather than position. The Administrator is the final approval authority for ST and SL PRA submissions, performance awards, and cash incentive awards, unless otherwise delegated (incentive awards only).

7.2 Award types include:

a. Performance awards that recognize high quality performance during a one-year appraisal period. To be eligible for a performance award, the ST or SL will have received at least a "Successful" rating. Award amounts are based on the most recent rating of record and are made in accordance with Awards, 5 CFR pt. 451.

b. PRAs that recognize extraordinary or sustained accomplishments over at least a three-year period on a permanent ST or SL appointment. ST and SL employees on time-limited appointments are ineligible for PRAs.

c. Superior Accomplishment Awards (SAAs) that recognize a specific accomplishment achieved through an individual effort in the form of a one-time non-recurring nature that is not tied to overall performance. SAAs above $10,000 require OPM approval.

d. Other awards as authorized by law to recognize a single, significant act or contribution that is not tied to overall performance.

7.3 The cost of all awards, including PRAs, is borne by the Agency.
