Directive updated to reflect organizational changes resulting from the Human Capital transformation. Changed Assistant Administrator, Human Capital Management to Chief Human Capital Officer. Changed Executive Director, NSSC to Director, Service Delivery Directorate, and NSSC. Chapter 2 removed unnecessary shall statements. Entire document - replaced Center HR/DPCs with servicing HR/DPCs. Moved responsibilities from paragraph 2.7.1 b, c, & d to paragraph 2.4.1 d, e, & f. Moved paragraph 2.6.1 b to paragraph 2.4 g (7). Corrected paragraph numbering in 3.1 and removed HR in paragraph 3.1.3. Changed HR to DPC in paragraph 3.3.3.2. Changed Center Director to Director, Service Delivery Directorate, and NSSC in paragraphs 3.9.1 and 3.9.4. |

Directive updated to be compliant with NPR 1400.1. 3.2.4 a. Revised pre-employment drug testing will not be scheduled more than 60 calendar days prior to start date. 3.2.4 b. Revised if new hire start date is delayed more than 60 calendar days from the date of the drug test, the individual shall be required to take a second drug test prior to entering on duty. |

Directive revalidated for another five years with administrative changes made to comply with requirements for directives and make organizational changes to the following paragraphs: - 3.1.7.3 Added "tentatively selected" to applicant to clarify applicant to selectee during the hiring process.. - 3.2.3b. Added "tentatively selected" to applicant. - 3.2.3c. Added "tentatively selected" to applicant. - 3.2.4a. Changed for pre-employment drug testing will not be scheduled more than 60 calendar days to 90 calendar days. - 3.2.4.b. Changed unless an exception has been granted by the NSSC, if the start date of a new hire to NASA is delayed for more than 60 calendar days to 90 calendar days. - 3.3.8. Added guidance on remote employee testing. This was not defined in previous NPR. - 3.3.9. Added guidance on remote Center random testing to reflect new contract requirements and role clarification with the provider. - 3.4.4. Revised guidance on deferral requests due to reflect automation of the previous process. - 3.6.1.b. Removed exact dollar amount of $20,000 and added reference to NPR 8621.1 to limit need for changes in the future. - Appendix A. Removed definition of Applicant and added definition of Tentatively Selected Applicant. |
