Chapter 1. Responsibilities

1.1 Chief Human Capital Officer (CHCO)

1.1.1 The CHCO has program oversight responsibility for transition assistance plans.

1.1.2 The CHCO or designee, is responsible for:

a. Executing program management and implementation of the career transition assistance plans.

b. Ensuring selection practices for filling competitive service vacancies comply with this directive and applicable regulatory requirements.

c. Managing the Agency RPLs by establishing and maintaining an Agencywide RPL and conducting employee counseling and registration in accordance

with this directive and applicable regulations.

d. Managing the Agencywide special repromotion consideration program in accordance with this directive and applicable regulations.

e. Collaborating with Servicing Human Resources Directors to conduct information sessions for surplus and displaced employees on available programs and resources to maximize placement opportunities. Information will include the use of career transition services, eligibility requirements for special selection priority, the requirements associated with a well-qualified determination, and how to apply for special selection priority.

1.2 Employees

1.2.1 Employees are responsible for:

a. Requesting CTAP selection priority by applying for Agency vacancies in the local commuting area in accordance with vacancy announcement instructions.

b. Registering or requesting enrollment for repromotion priority in accordance with this directive.
