Chapter 4. Interagency Career Transition Assistance Plan (ICTAP) for Displaced Employees

4.1 Eligibility

4.1.1 ICTAP provides displaced Federal employees interagency selection priority for certain Agency vacancies. This chapter is to be used in conjunction with ICTAP for Displaced Employees, 5 CFR pt. 330, subpt. G.

4.1.2 Selection priority is provided for vacancies that are being filled from outside of the NASA competitive service workforce unless the personnel action is identified as an allowable exception in regulation and therefore not subject to ICTAP clearance.

4.1.3 Eligible applicants are determined to be well-qualified for a vacancy after being assigned to one of three quality categories based on the degree to which their competencies meet the duties required. In cases where minimally qualified candidates are referred to the selecting official, minimally qualified ICTAP candidates shall receive selection priority.

4.1.4 Eligibility terminates on the date a candidate declines a job offer for a career, career-conditional, or excepted appointment without time limit, for which the employee has applied and been rated well-qualified. Failure to respond within a reasonable period of time to an offer or inquiry of availability also terminates eligibility. The OCHCO is responsible for documenting efforts to communicate with the individual and retaining documentation in the case file.

4.2 Special Selection Priority

4.2.1 Order of Selection for Filling Vacancies

4.2.1.1 Unless the vacancy is not subject to ICTAP clearance, when filling a competitive service vacancy for a total of 121 days or more (including extensions) from outside the NASA workforce, supervisors shall select, in the order listed below:

a. Current or former NASA employees eligible under the RPL.

b. NASA employees eligible under CTAP.

c. Current or former Federal employees with ICTAP eligibility that are found well-qualified for the vacant position.

4.2.2 If there are multiple well-qualified ICTAP eligibles, the selecting official may select any one of them for the vacancy.

4.2.3When an ICTAP applicant is determined not well-qualified for the vacancy, OCHCO shall conduct an independent second review of the qualifications determination before a referral list is issued and notify the applicant in writing of the review. The independent second review will be conducted by an HR specialist or subject-matter expert who did not make the initial determination.
