Chapter 6. Special Repromotion Consideration

6.1 Eligibility

6.1.1 Employees who are changed to a lower grade through no fault of their own and are eligible for grade or pay retention are entitled to special repromotion consideration when applying for vacancies filled under the Agency's Merit Promotion and Placement Plan at the grade from which downgraded or any intervening grade. NASA's Competitive Placement Plan is contained in NPR 3335.1, Merit Promotion and Placement.

6.1.2 This consideration is intended to facilitate placement into positions at the employee's former grade level by requiring that these employees be considered for repromotion before other candidates are considered.

6.1.3 This chapter applies to NASA employees reduced in grade from GS-15 or equivalent and below who meet the requirements for grade or pay retention in accordance with Grade and Pay Retention, 5 CFR, pt. 536.

6.2 Program Administration

6.2.1 The CHCO or designee, is responsible for implementing special repromotion consideration in accordance with this chapter, including:

a. Providing eligible employees with information on repromotion consideration at the time employees are notified that they will be downgraded.

b. Ensuring that selection practices for filling all vacancies comply with the requirements to give repromotion consideration to repromotion eligibles.

6.2.2 Employees eligible for repromotion consideration are added to the Agency special repromotion list, which is checked during the certificate issuance process.

6.3 Repromotion Consideration Eligibility Requirements

6.3.1 An employee is eligible for repromotion consideration if the employee:

a. Has been placed in a lower grade as a result of RIF procedures or job reclassification.

b. Is receiving grade or pay retention as a result of the RIF or reclassification action.

c. Has a current performance rating of record of at least fully successful or equivalent.

6.4 Period of Eligibility

6.4.1 Eligibility for repromotion consideration begins on the effective date of grade or pay retention and terminates two years from the effective date for either grade or pay retention.

6.4.2 Employees who are within the two-year eligibility period on the closing date of the vacancy announcement are entitled to receive repromotion consideration for that vacancy.

6.5 Procedures

6.5.1 Repromotion eligibles shall receive consideration for NASA vacancies for which they qualify, provided that:

a. The grade level of the vacancy is higher than that of the employees' current position, but the full performance level is no higher than the grade the employee held prior to the change to lower-grade.

b. The employee meets the OPM qualification requirements (or, if applicable, the AST qualification requirements) for the position, including any selective placement factors.

c. CTAP and RPL have been cleared.

6.5.2. Repromotion placement consideration requires a selecting official to consider the employee; it does not require that the employee be selected for the position. The selecting official is required to consider repromotion candidates prior to receiving certificates of nonpriority candidates from other sources.

6.5.3 If there are multiple repromotion eligibles, they will all be referred in alphabetical order and considered for the vacancy.
