Preface

P.1 Purpose

a. This directive establishes the Agency's plans to assist surplus and displaced employees, as defined in regulations by the Agency Career Transition Assistance Plan (CTAP) for Local Surplus and Displaced Employees, 5 CFR pt. 330 subpt. F, and by the Interagency Career Transition Assistance Plan (ICTAP) for Displaced Employees, 5 CFR pt. 330 subpt. G.

b. These plans are to be used to provide assistance to maximize employment opportunities for surplus and displaced employees both within and outside of the Federal Government.

P.2 Applicability

a. This directive is applicable to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers.

b. In this directive, all document citations are assumed to be the latest version, unless otherwise noted.

c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" denotes a discretionary privilege or permission, "can" denotes statements of possibility or capability, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

d. The Office of the Inspector General has statutory independence and may create a separate career assistance transition plan that meets its mission requirements.

e. In this directive, the acronym for the authorities, and applicable documents and forms listed in P.3b, and P.3c, are used throughout for ease of reading.

P.4 Measurement/Verification

The Chief Human Capital Officer (CHCO) has responsibility for ensuring Agency compliance with applicable regulations and Agency requirements governing special selection priority for surplus and displaced employees. Compliance with this directive is measured during any OPM review, or internal review conducted by the accountability program office, which covers staffing.
