Updated Chapter 2, Responsibility, to better serve the enterprise operating model by delegating the Head of each Mission Support Enterprise Organization (MSEO) phased retirement authority for employees within their MSEO. Corresponding changes included changes to the Table of Contents and the Acronyms attachment. Revalidated directive to comply with 1400 Compliance, to include the following administrative changes:

• Revised title in Chapter 2, Responsibility, from Assistant Administrator, Human Capital Management to Chief Human Capital Officer (CHCO). Corresponding changes included changes to the Table of Contents, Preface and the Acronyms attachment. ;

• Updated Section 7.1 to clarify work schedules must also be set in accordance with the Attendance and Leave, NPR 3600.1C. Corresponding change made to P. 4, Applicable Documents and Forms.;

• Updated Appendix A. Definitions to include Merit Systems Protection Board;

• Updated Appendix B. Acronyms to include General Schedule and remove Employee Performance Communication System;
