Chapter 9. Approval or Denial of Extensions for Phased Retirement

9.1 Handling Requests for Extensions

9.1.1 Phased retirees may request an extension to the original phased retirement period in writing using the Agency template, through their immediate supervisor and the Center HR office to the approving official. Extension requests should be submitted at least 60 days before the end date of the initial phased retirement period.

9.1.2 Approving officials may approve extensions when the criteria in Chapter 3 of this directive continues to be met and based on assessment of the employee's initial period of phased retirement if the total time the employee remains in phased retirement status does not exceed three years.

9.1.3 Approving officials should normally issue a decision within 30 days after a completed request for an extension of the phased retirement period is received by the Center HR office.

9.1.4 Approving officials shall forward decisions to the Center HR office for notification and processing.

9.1.5 When an extension is approved, the approving official and employee shall execute a new agreement (or addendum to the initial agreement), prior to the end date of the original phased retirement period. The new or amended agreement will contain the same provisions as the original agreement, to include the employee's commitment to enter full retirement at the end of the approved period.

9.1.6 An extension will be timely requested, approved, and processed in accordance with Agency guidance to ensure it is effected before the end date of the original phased retirement period.
