Preface

P.1 Purpose

a. This directive establishes procedural requirements for the Agency's phased retirement program. These requirements supplement Office of Personnel Management (OPM) regulations found in Phased Retirement, 5 CFR pt. 831, subpt. Q, and Phased Retirement, 5 CFR pt. 848.

b. Phased retirement provides a management tool for succession planning and knowledge transfer and allows interested and eligible employees a period of transition into full retirement.

P.2 Applicability

a. This directive is applicable to eligible employees assigned to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers, and to applicants for Agency positions who are in phased retirement status at another Agency.

b. Any reference to Center Director(s) or Centers includes the Executive Director for Headquarters Operations and the Executive Director, NASA Shared Services Center (NSSC).

c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice, and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

d. The Office of the Inspector General has statutory independence and may use this directive or develop their own implementation procedures.

e. In this directive, all document citations are assumed to be the latest version unless otherwise noted.
