Chapter 1. General Overview

1.1 Overview

1.1.1 This NPR provides the specific travel requirements related to NASA Relocation Allowances. The general travel provisions contained within NPR 9710.1 also apply, although the specific requirements of this NPR govern over the general provisions of NPR 9710.1, just as the specific provisions of the Federal Travel Regulations (FTR), 41 CFR Ch. 302 (Relocation Allowances), govern over the more general provisions of 41 CFR Ch. 301.

1.1.2 Relocation Allowances are approved entitlements and benefits extended to employees preparing to make a Change of Station within/outside of the Continental United States (CONUS) at the direction of the agency. This NPR provides helpful information and regulatory guidance to assist employees during their government-authorized move. The NPR also outlines the allowances and expense reimbursements that employees may be entitled to under 41 CFR Ch. 302. For detailed processes and procedures on Relocation Allowances, employees shall refer to NSCG-9700-0001 and NSCG-9700-0002.

1.2 Agency Requirements

1.2.1 41 CFR Ch. 302, published by the National Archives and Records Administration's (NARA) Office of the Federal register (OFR), and the Government Publishing Office (GPO) is the source for Federal policy on Relocation Allowances.

1.2.2 This NPR is intended only to address matters for which NASA has authority or responsibility to set specific policy or establish specific procedures that apply to NASA, supplemental to the Governmentwide requirements of 41 CFR Ch. 302. It is incumbent upon employees-travelers, authorizing and Approving Officials (AO), and financial management personnel to be familiar with the provisions of 41 CFR Ch. 302, in relation to their specific roles in the relocation process.

1.3 Roles and Responsibilities

1.3.1 The Agency Office of the Chief Financial Officer (OCFO): Serves as the Agency-wide lead for all matters relating to policy, regulation, requirements, other guidance, and internal controls, as necessary for managing the Permanent Change of Station (PCS) and Temporary Change of Station (TCS) programs in accordance with 41 CFR Ch. 302 and other regulatory requirements. The OCFO develops and implements NASA policy and procedures and works closely with the NASA Shared Services Center (NSSC) point of contact regarding changes within the program. The NSSC: Serves as the Agency-wide AO lead for the oversight and management of PCS and TCS programs, in accordance with 41 CFR Ch. 302, and other regulatory requirements. The NSSC also serves as the liaison between the employees and Center Travel POC. Develops, implements, maintains, manages, and oversees NASA processes, procedures, including the NASA Change of Station Service Guides, in accordance with 41 CFR Ch. 302 and other regulatory requirements. All approved PCS and TCS will be processed through the NSSC.

1.3.2 The NSSC AO shall determine, based on information provided to the AO and past practice with similar reasonable requests, whether to (1) authorize commuted rate or actual expense for transportation and payment of household goods (HHG), professional books, papers, and equipment (PBP&E), and temporary storage; (2) authorize an employee to ship unaccompanied air baggage (UAB); or (3) collect any excess costs, charges or related taxes, as well as ensuring pre-payment audits are completed in a timely manner.

1.3.3 Center Travel POC: Work directly with the OCFO and NSSC designated Lead in conjunction with employees for authorized PCS and TCS activities.
