Contractor Use of Government Vehicles

Government-Owned Contractor-Assigned Vehicles

It is the intent of NASA to phase out the use of Government-owned vehicles by contractors. However, the use of GSA-leased vehicles will be allowable in exceptional circumstances when it is in the best interest of the government, but only to the extent provided in FAR Part 51, Subpart 51.2. Use of GSA vehicles in a fixed price contract in the performance of a Government contract requires preapproval from the Administrator of GSA and shall be fully documented.

  • The assignment of Government-owned vehicles for performance of a contract must be thoroughly assessed in all cases as this practice does not always result in lower overall operational costs.
  • When assigned, accurate and complete records will be maintained and annual utilization studies conducted to validate retention. Contractors who use Government-owned vehicles are subject to all fleet management policies contained in this handbook.
