CAREER MANAGEMENT

CATALOGING SUPPORT (SUPPLY AND EQUIPMENT)

SERVICE: Provides for vendor pricing information and standardization for ease of classification and ordering items and services.

CLASSIFICATION, POSITION

SERVICE: The Headquarters Human Resources Management Division provides advice and assistance to supervisors and managers regarding organizational planning, position management, and position evaluations to confirm title, series, and grade.

PROCEDURE: Supervisors and employees should review position descriptions periodically to ensure that duties are adequately described and are those being performed. If changes to the position description are necessary, supervisors should prepare and justify the changes, and submit them through the appropriate code official for concurrence to the code's assigned Personnel Management Specialist, Code CP, along with an SF-52, "Request for Personnel Action," with appropriate signatures.

CLASSIFIED VISIT REQUESTS

OUTGOING CLASSIFIED VISIT REQUESTS

SERVICE: Provides certification of NASA-granted clearances only to other Government agencies and private industry in connection with visits in which national security (classified) information will be discussed.

PROCEDURE: Employee must complete the following requirements:

(1) No later than 5 working days prior to the meeting, complete a NASA Form 23 (Classified Visit Request) and submit it to the Security Administration Team. We will be unable to assure you that no delays in permitting you entrance to the meeting site will occur if your classified visit request is not sent early enough to allow the Facilities' Visit Control to process the request.

(2) The Classified Visit Request must contain telephone number and fax number of the Facilities Visitor Control or Security Office. Do not put the telephone and fax numbers of the individual you are going to visit; list them as your point of contact.

(3) If you will be going to this same facility several times during the year, your classified visit request can be sent for a period of 1 year. This will eliminate the need to prepare a NASA Form 23 for each visit.

(4) You may fax your completed NASA Form 23 to the Security Administration Team at (202) 358-3090.

INCOMING CLASSIFIED VISIT REQUESTS

SERVICE: Forwards certification of clearances provided by other Government agencies and private industry in connection with visits to Headquarters in which national security information will be discussed.

PROCEDURE: Classified Visit Requests received by the Headquarters Facilities Management and Security Branch will be forwarded to the Headquarters employee to be visited to verify the visitor's need-to-know. This need-to-know can only be verified by the Headquarters employee to be visited.

COMPUTER ACCOUNT ADMINISTRATION SERVICES

SERVICE: Processes all account creations, modification and deletions.

PROCEDURE: All account creation requests or updates to existing accounts must be made by submitting NHQ Form 224, "Automated Systems Access Request." Proper signatures are required. Forward the completed NHQ form to the NASA Service Center in CV74, Mail Stop CI-1. You will be contacted by an Account Administrator upon completion of your request.

If you need assistance in completing the NHQ Form 224, call the Help Desk at 358-HELP (4357). A service ticket will be created and a Customer Service Representative will be dispatched to help you.

If you do not know how to change your password or if you forget your password, please call the Help Desk and a service analyst will assist you over the phone.

COMPUTER ACCOUNT ADMINISTRATION SERVICES (continued)

Hours of operation for Computer Account Administration are Monday through Friday, 7:30 a.m. through 5:00 p.m. EST, excluding Federal holidays. After hours on-call support is provided for emergency requests, specific systems and services.

COMPUTER CENTER OPERATIONS

SERVICE: The NASA Headquarters Computer Center (NHCC) provides centralized computer resources for NASA Headquarters and mini computer resources for NASA Headquarters, and houses HQ servers and provides connectivity to internal and external networks. The major NHCC services include large capacity data storage, e-mail connectivity and output services such as printing, customized forms, and special services.

Large capacity data storage is provided through the availability of the Multiple Virtual Storage/Enterprise System Architecture (MVS/ESA) and Virtual Memory System (VMS) operating systems. MVS/ESA is the operating system for the IBM (OS390) compatible hardware and software. VMS is the operating system for the Digital Equipment Corporation (DEC) VAX hardware. Many of the software applications used at NASA HQ require the processing capability of the NHCC.

Computer resources are available 7 days a week, 24 hours a day. Operations personnel staff the NHCC from 7:00 AM to 7:00 P.M., Monday through Friday. During unattended hours the NHCC operates in a 'lights out' automated environment.

COMPUTER TRAINING

SERVICE: NASA Headquarters offers a variety of computer software training through their Computer Training Center (CTC). The training center regularly schedules office automation training to support the standard desktop software suite at NASA HQ. Additional software training is provided as needed.

PROCEDURE: Anyone interested in taking a course must do the following:

(1) Identify desired course and class date/time.

Class information can also be obtained by calling the CTC at (202) 358-1111.

(2) Contact your organization's training representative and request approval.

(3) Upon receiving approval to attend training, contact the Computer Training Center to register for the class.
This can be accomplished via., e-mail, phone or in person.

(4) Complete NASA Headquarters Form 228, "In-House Training".

(5) Submit Form 228 prior to the start of the class.

(6) Attend Class.

COMPUTER VIRUS PREVENTION AND ERADICATION

SERVICE: Provides virus protection and eradication services for all Headquarters workstations (PC and MACs). Headquarters policy requires anti-virus software protection for ALL HQ personal computers. Headquarters personnel who use their home computer for official NASA business may install a copy of the anti-virus software on their workstations at home. Software may be obtained via a Class II IRM Service Request (NHQ Form 231).

COMPUTER VIRUS PREVENTION AND ERADICATION

PROCEDURE: Headquarters personnel are required to report all occurrences of viruses by calling 358-HELP. A member of the Virus Response Team will be dispatched to your location to eradicate the virus in the event the locally installed virus prevention software is unsuccessful. It is important that you DO NOT turn off your computer while waiting for the Virus Response Team member to arrive.

The Headquarters Human Resource Management Division consults legal counsel for advice on specific, complex issues regarding interpretations of statutory provisions. CONTINUING EDUCATION PROGRAM (CEP)

SERVICE: The Continuing Education Programs I and II provide full time permanent career and career-conditional employees in non-professional positions (Grades GS-1 through GS-11) with the education and training needed to enhance their potential for career development. CEP I provides funding to allow eligible employees to attend up to two approved college courses per semester after duty hours. CEP II provides funding to allow eligible employees to attend up to two approved college course per semester during duty hours, as well as after hours. With supervisory approval, and subject to the needs of the office, CEP II participants may be allowed up to eight (8) hours of duty time per week to attend college courses. Courses taken under CEP I and CEP II must be related to the NASA mission, support individual or organizational performance, and be approved by the HQ Training Office.

CONTRACT MANAGEMENT

SERVICE: Purchases supplies and non-personal services using large purchase, small purchase, and interagency funds transfer procedures. This Branch also provides all contract administration support needed to insure the timely delivery of supplies or acceptable performance of services ordered from vendors.

PROCEDURE: Acquisitions processes through this office are monitored to assure contractor compliance with designated delivery dates, quantities, etc.

CONTRACT SECURITY CLASSIFICATION SPECIFICATION

SERVICE: Provides guidance in the preparation of DD Form 254, "Contract Security Classification Specification." When a DD Form 254 is required, the Program/ Project Manager or the COTR will submit a completed copy of the Statement of Work (SOW) and an original of the DD Form 254 to Headquarters Security Branch for review before the contract is let. A DD Form 254 is only prepared for classified contracts.

PROCEDURE: Once the DD Form 254 is received, the Headquarters Facilities Management and Security Branch reviews the DD Form 254 against requirements identified in the SOW to ensure complete and accurate completion of the DD Form 254. When it is determined that a DD Form 254 is accurate and all required changes are made, the Headquarters Facilities Management and Security Branch will forward the correct DD Form 254 to the COTR for processing.

CO-OP WORK-STUDY PROGRAM

SERVICE: Provides a study-related work experience for students, which is designed to strengthen professional, administrative, technical, and other proficiency. These students should be enrolled in courses of studies that lead to an associate, baccalaureate, graduate, or doctoral degree. The subject matter field should be useful to NASA, and the work experience be directly related to the award of the degree. The student may serve either alternating assignments (6 months at school, with 6 months at the worksite), or parallel assignments which support a part-time position.

PROCEDURE: Candidates must meet the following requirements:

(1) Be enrolled in the educational institution's cooperative education program and must be recommended for the co-op assignment by an authorized staff official of the institution.

(2) Be a citizen of the United States.

(3) Must be maintaining at least a 2.5 overall scholastic average on a 4.0 scale or equivalent, must have a grade of C or above in all major fields of study, and must have a student record which is predictive of graduation.

CREDIT CARD, GOVERNMENT

SERVICE: The Headquarters Accounting Division (HAD), Cost and Commercial Services, provides assistance and guidance in the processing of credit cards statements. Audits all statements for accuracy and approving officials signatures. Ensures that all authorized claims are paid through the Electronic Fund Transfer system (EFT).

PROCEDURE: Prepare credit card statements which requires, Procurement Request (PR) number, description of items, total dollar amount for each PR, approving official and card holders signatures on each statement. Each statement should be submitted to HAD by the 6th of every month. All Claims requesting payment must have a direct deposit form in the accounting office prior to payment.
