IDENTIFICATION BADGES (ID's)

SERVICE: Prepares and issues initial and replacement Headquarters Identification Badges (ID's) for Headquarters employees, contractors, and others requiring a building access badge. Badges are issued on a first come, first served basis, Monday through Friday 9 a.m. - 1 p.m.

PROCEDURE: INITIAL ISSUE

Headquarters Employees:

New Headquarters employees are given an NHQ DIV Form 782, "NASA Headquarters Identification Card Data," during the new employee orientation. This form must be filled out and taken to the Security Office, Room 1V63, to obtain an employee badge. New employees may obtain a 5-day Building Pass if the NASA Headquarters Identification Card cannot be filled out immediately. Some individua2s may be required to fill out security investigation packages. They will receive badges following the review of their security packages by the Personnel Security officers.

Contractors:

Contractor badges will be issued following the submission of the NHQ DIV Form 782, "NASA Headquarters Identification Card Data," along with an official justification from the COTR or sponsor to the Security Badging Technician. This form must be signed by the NASA Contracting Official Technical Representative (COTR). Each contractor badge will have an expiration date that should not exceed a 1-year period. To obtain a badge that permits 24-hour building access, the contractor's COTR must write and sign a justification. A Federal Bureau of Investigation name check is required for Foreign Nationals, ADP and custodial contractors requiring a badge.

REISSUANCE OF BADGES

LOST BADGES

A lost badge must be reported to the Headquarters Facilities Management and Security Branch. Both NASA employees and contractors will receive a 5-day Building Pass to permit access to the building and allow time to find the missing badge. After 5 days, a new badge will be issued and a report made on the circumstances of the loss.

NAME CHANGES

NASA employees must provide an SF Form 50, "Notification of Personnel Action," or a "Leave and Earnings Statement," with their new name to provide verification that the Government has accepted the name change. Contractors must provide a completed NHQ DIV Form 782, "NASA Headquarters Identification Card Data," signed by the contract COTR.

REPLACEMENT DUE TO WEAR AND TEAR

If the laminate is peeling so that the photograph could be altered, a new badge may be requested. Replacement will be on a first come, first served basis.

ANNUAL REISSUANCE OF CONTRACTOR BADGES

A letter and/or e-mail from the NASA contract COTR to the Headquarters Facilities Management and Security Branch stating that the contract has been renewed is required. Once that is received, updates will be made on a first come, first served basis.

TERMINATIONS AND RETIREMENT BADGES

NASA badges are Government property. NASA employees leaving the Government are required to turn in their badges as part of their checkout process. Contractors are required to leave their badges with their company or their COTR for return to the Security Officer.

Retirement badges are issued on a first come, first served basis, and can be accomplished when hand carrying the checkout sheet through Security to turn in their employee badge. However, the checkout sheet must have a statement from Human Resources indicating that the person is retiring.

INFOCOM

SERVICE: The InfoCom (Information Communications) Program was implemented as the single point of contact for disseminating timely information. This process provides an easy method for customers to send information electronically to InfoCom to be disseminated to all Headquarters employees (civil servants and contractors). There are 4 different ways in which information is communicated to employees. Each area is listed separately in this guide.

PROCEDURE: Requests should be sent to InfoCom (infocom@hq.nasa.gov) indicating which method is preferred along with the information you wish to have disseminated. The InfoCom staff will then determine which tools are appropriate for each item. All items are required to have a point of contact (name and phone number).

INFORMATION CENTER, HEADQUARTERS

SERVICE: Serves NASA Headquarters as well as contractors, officials, educators, and members of the national and international public. Inquiries are received in person, by phone, by mail, and by electronic mail.

The Information Center staff provides directional and core information concerning the functions, activities and personnel of the Agency to approximately 7,000 persons who call, visit, or write NASA Headquarters each month. The staff also responds to requests for publications and reports produced by NASA.

PROCEDURE: The Headquarters Information Center is open to employees and the public Monday through Friday from 7:30 a.m. to 4:30 p.m.

INFORMATION SECURITY

SERVICE: Provides advice and assistance on the safeguarding of classified information and material, including identification and marking of classified documents; classification management; accountability and control; and storage, protection, reproduction, transmission, disposition, and destruction of classified documents or material. Provides advice and assistance concerning industrial security matters. See NHB 1620, NASA Security Handbook for more explicit guidelines.

PROCEDURE: Assistance may be obtained by contacting the Headquarters Facilities Management and Security Branch. Remember, classified information must be discussed in person or on a secure telephone. Industrial security: Assistance provide for completing the DoD Form 254, "Contract Security Classification Specification." See the "Contract Security Classification Specification" section in this handbook.

INFORMATION TECHNOLOGY (IT) HARDWARE TRANSFER TO NASA CENTERS

SERVICE: Provides guidance for transferring IT Hardware and Software to other NASA Centers. All references to software refer to that software that resides on each piece of hardware that would be transferred.

As employees and positions migrate to the Centers it makes business sense for the IT equipment to migrate with those positions in cases where the Center may not have the equipment readily available for that position.

PROCEDURE: Hardware Transfers

The equipment transferred may be associated with the transferred employee or position. It also does not necessarily mean that each migrated position will receive the IT equipment that was assigned at Headquarters. The migrated position may have used one type of IT, but the new Center uses a different type of ADP. Each case will be reviewed by the affected Code together with Code CI. Code CI will make the final determination. A NASA Equipment Management System (NEMS) transaction is all that may be required, with the receiving Center's concurrence, to transfer the equipment.

INFORMATION TECHNOLOGY (IT) HARDWARE TRANSFER TO NASA
CENTERS (continued)

Erasing Hard Disk Drives

In order to comply with all licensing agreements and to prevent any unauthorized access of sensitive information during transit, Code CI will erase all hard disk drives on each hardware item to be transferred independent of the guidance above. The departing employee (or Code if only a position is transferred) is responsible for backing up needed information files and taking the media with them. Code CI will contact the receiving Center to determine what software can be transferred. The receiving Center is responsible for reinstalling any transferred software and for providing all other software needed by incoming employees.

INFORMATION TECHNOLOGY (IT) SECURITY

SERVICE: NASA's Information Technology (IT) Security Program is a set of policies, procedures, and guidance for ensuring the security of the Agency's IT resources. It encompasses IT security management, planning, implementation, and performance evaluation. The IT Security Program covers all IT resources, such as computers, networks, telecommunications systems, applications, data, and information.

PROCEDURE: NASA Procedures and Guidelines (draft) NPG 2810, "Security of Information Technology," defines the Agency procedures for IT Security. This document will be available through the NASA Online Directives Systems (NODIS).

INSPECTOR GENERAL, OFFICE

SERVICE: The NASA Office of Inspector General (OIG) serves as a statutorily independent and objective organization that assists NASA by performing audits, investigations, inspections, and assessments. The OIG detects fraud, waste, abuse and mismanagement and assists NASA Management in promoting economy, efficiency, and effectiveness in its programs and operations. The OIG auditors, special agents, and analysts are located at NASA Headquarters and Centers. INSURANCE, HEALTH

SERVICE: The Headquarters Human Resources Management Division provides assistance to employees for processing enrollment changes and elections to the Federal Employee Health Benefits Program. Employees may select from a variety of health insurance plans to suit their individual needs and those of their families. There are two types of plans: Fee-for-Service Plans and Prepaid Plans. Those who choose not to enroll at their first opportunity may enroll during annual open season periods determined by the Office of Personnel Management.

PROCEDURE: New employees have 31 days to enroll, beginning from the date of appointment or from the date of eligibility. Any eligible employee may enroll by completing SF Form 2809, "Health Benefits Registration Form," and turning it into the Personnel Records and Processing Unit in Code CP.

INSURANCE, LIFE

SERVICE: The Headquarters Human Resources Management Division provides advice and information regarding elections for coverage under the Federal Employee Group Life Insurance (FEGLI) program. Through the FEGLI, employees have the opportunity to participate in a group plan which offers low rates and the convenience of payment by payroll deduction. Life insurance options can be elected, after enrollment under Basic coverage in Standard, Additional and Family coverage levels according to individual needs.

PROCEDURE: Employees desiring to elect coverage should call the Code's Personnel Management Specialist in Code CP for routine information on various options available for FEGLI. Complex insurance issues and questions should be referred to the Benefits Officer.
