RECORDS

SERVICE: Provides guidance and assistance in all records management matters. Records are defined as:
"...all books, papers, maps, photographs, machine readable materials, or other documentary materials, regardless of physical form, made or received by an agency of the United States Government ... in connection with the transaction of public business and ... appropriate for preservation by that agency as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the Government."

PROCEDURE: Records are filed using NPG 1441.1C, "Agency Filing Scheme, available from the contact listed below. Folders, labels, and other filing supplies may be ordered from the Goddard Space Flight Center, Code 239, Headquarters Records Management Distribution Section.

For instructions on how long to retain records, refer to NPG 1441.1C, "NASA Records Retention Schedule," and the "General Records Schedule," FPMR 101-11.4. Boxes, instructions, and transmittal forms are available from the Headquarters Records Management Office (listed below) in order to transfer records to the Federal Records Center. Advice and assistance in managing electronic records are also available from this office.

RECEIVING AND INSPECTION (SUPPLY AND EQUIPMENT)

SERVICE: Receives and delivers all non-postal items entering NASA Headquarters.

PROCEDURE: Items are received from vendors, overnight mail services, printing, etc. R&I personnel will review items for consistency with ordering documents and arrange for delivery to Headquarters employees. For questions regarding deliveries contact the office listed below.

RELOCATION (CHANGE OF STATION)

SERVICE: The Headquarters Human Resources Management Division provides relocation assistance and advice to any Federal employee, approved for such entitlements, who relocates to another location outside his or her regular commuting area at the request of the Federal Government. Transferees may be authorized house-hunting trips, travel and per diem pay for employee and family, Temporary Quarters Allowances, transportation and storage of household goods, miscellaneous expenses, and purchase and sale of residence.

PROCEDURE: Upon acceptance of a position at a new location, and prior to making arrangements for transfer to that location, the employee must prepare NASA Form 1449, "One-Year Service Agreement," and submit it to the Headquarters Relocation Specialist, Code CP. An appointment will be scheduled for counseling and preparation of Travel Orders. Until the orders are approved by the Chief, Headquarters Personnel Branch, the employee should not incur any expenses related to relocation.

REPAIR (FURNITURE AND EQUIPMENT)

SERVICE: Repairs common office equipment and furniture (excluding ADP and cost per copy equipment).

PROCEDURE: When requiring the repair of office equipment, contact the Logistics Specialist in the office listed below.

RETIREMENT

SERVICE: The Headquarters Human Resources Management Division provides a full-service counseling and assistance program on employee retirement regarding creditable service computations, military retiree procedures, deposits and redeposits due, estimates of annuity, and options upon leaving Federal service before retirement eligibility. The Headquarters Retirement Counselor provides personal advice on both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS). Also offered are counseling and information on options for tax deferrable investments through the Thrift Savings Plan (TSP).

RETIREMENT (continued)

The Retirement Counselor provides advice on statutory, regulatory, and procedural requirements for voluntary, discontinued service, disability, and deferred retirement categories, and on re-employment of retired employees.

PROCEDURE: Employees should contact their code's assigned Personnel Management Specialist to obtain routine information about retirement options and procedures.
