ÿD.C. OFFICIAL PARKING PERMITS

SERVICE: Provides DC parking permits to NASA employees for use while conducting official business in Washington, DC.

PROCEDURE: Persons needing a permit should submit a written request, listing their name, title, and a brief justification for each permit.

DIRECTIVES

SERVICE: Provides direction and assistance in the preparation, coordination, and clearance of Headquarters directives. Headquarters Policy Directives (HQPD's), Headquarters Policy Guide (HQPG's) are part of the NASA Headquarters Management Directives System. Headquarters directives set forth internal management policies, procedures, and guidelines which are (1) required to document Headquarters specific NASA Policy Directives (NPD's) or (2) required to meet management or operational requirements of one or more Headquarters offices. Headquarters directives are not to duplicate Agency-wide directives.

PROCEDURE: HQPG 1410.3, "NASA Headquarters Management Directives System," provides detailed procedures for preparation.

DISABLED VETERANS PROGRAM

SERVICE: This program is designed to maximize the employment and advancement of disabled veterans at NASA Headquarters. The objective is achieved by actively recruiting at sources that can provide qualified disabled veterans in all occupations and grade levels, developing programs to increase the visibility and awareness of special appointing authorities, and gaining the support of management to ensure disabled veterans are hired, trained and promoted; receive awards; and are afforded career guidance.

DISABLED VETERANS PROGRAM (continued)

PROCEDURE: Requests for Disabled Veterans Program services needed to accommodate a disability are made as follows: (1) Requests for Sign Language Interpreters, Readers, and Personal Assistants are made directly to the Disabled Veterans Program Manager and approved by the Director, Headquarters Office of Equal Opportunity Programs.

(2) Requests for job modifications and reassignment are coordinated between the servicing Personnel Management Specialist and the Disabled Veterans Program Manager and approved by the Director, Headquarters Human Resources Management Division.

(3) Requests for facilities modifications and the purchase of adaptive ADP, telecommunications, or other office equipment needed due to a disability are made to the Disabled Veterans Program Manager, who coordinates these requests with the appropriate office, and has them approved by the Chief, Headquarters Human Resources Management Division.

(4) Requests for awareness training on disabled veterans issues are made to the Disabled Veterans Program Manager who coordinates with the Training Office and requesting organization on the most, appropriate means and focus of training, with approval from the Chief, Headquarters Human Resources Management Division.All employees are encouraged to become involved in issues of interest in the Disabled Veterans Program. Programs and events will be publicized in the HQ Bulletin and Heads Up.

DISABILITIES, INDIVIDUALS WITH

SERVICE: Provides sign language interpreters for NASA Headquarters-sponsored events and activities. Presents training to NASA Headquarters managers, supervisors, and employees designed to enhance understanding of workplace issues affecting individuals with disabilities.

DISCIPLINARY AND ADVERSE ACTIONS

SERVICE: The Headquarters Human Resources Management Division provides advice and counseling to supervisors, managers, and employees on disciplinary or adverse actions.

PROCEDURE: The procedures followed depend on the type of action. Management should consult with or seek assistance from Headquarters Human Resources Management Division before taking any disciplinary or adverse action against an employee. Disciplinary and adverse actions are taken under 5 CFR 752. Performance-based actions are taken under 5 CFR 432.

DISCRIMINATION COMPLAINTS

SERVICE: Headquarters employees or applicants for employment who believe they have been subjected to retaliation or discrimination on the basis of race, color, religion, sex, national origin, age, physical or mental disability, or sexual orientation may seek the services of an EO Counselor through the Headquarters Office of Equal Opportunity and Diversity Management, Code CE, of the Office of Headquarters Operations. An EO Counselor will conduct an inquiry into the matter and try to resolve the complaint within 30 days. The counseling period may be extended an additional 60 days if the aggrieved party and agency agree in writing, or if an alternative dispute resolution process is employed.

DISCRIMINATION COMPLAINTS (continued)

If an informal resolution is not reached, the aggrieved party will have 15 calendar days from the date of receipt of the Final Interview and Notice of Right to File Letter to file a formal complaint of discrimination.

PROCEDURE: An aggrieved party must contact an EO Counselor within 45 calendar days of the alleged discriminatory event or personnel action. The assignment of an EO Counselor will be coordinated by the Headquarters Office of Equal Opportunity and Diversity Management, Code CE.

DIVERSITY EMPLOYMENT PROGRAM

SERVICE: The Headquarters Office of Equal Opportunity and Diversity Management Division works with all levels of management to assist them in providing equal employment opportunities in accordance with the law and regulations.

PROCEDURE: Managers and supervisors are encouraged to seek the advice and consultation of the Director of the Headquarters Office of Equal Opportunity and Management Division and the Code CE staff when dealing with equal opportunity and affirmative employment issues.
